FEMA cuts causing problems in Katrina response

Today's Los Angeles Times features a revealing article indicating that the folding of FEMA into Homeland Security and the subsequent reduction of the budget for non-terrorism reasons may have damaged the agency's ability to respond to Katrina. It may just be an excuse, but it gives pause for thought.
