'No Child Left Behind" could end up putting teachers with less qualifications in the classrooms

I rarely say anything good about the misguided No Child Left Behind law...and I'm not going to change my tune with this post.
Today's Jefferson City News-Tribune features an article about the finding that Missouri has flunked miserably when it comes to putting qualified teachers in the classrooms.
Of course, that failure is a failure of paperwork and not a failure in the classroom. The fear that some educators quoted in the article have is that once all states meet the federal requirements, we may actually have less qualified teachers in the classrooms.
