Moments after censure, council voices confidence in mayor

Less than 15 minutes after approving a resolution of censure for ethics violations for Mayor Jon Tupper, the Joplin City Council gave Tupper a vote of confidence by a 7-0 margin with two abstentions, Tupper and Councilman Jim West.
