Police Chief had never seen anything like this

Neosho Police Chief Dave McCracken said he "had seen nothing like this" during his 13 years heading the Neosho Police Department, according to Rick Rogers' article in the Neosho Daily News.
The Daily site is still inaccessible, but the story is posted on Neosho Forums and includes this information about two of those who were wounded by the gunman:

Chris Gray, an emergency medical technician with Freeman Ambulance District, said he and another EMT treated two of the injured: A male in his early to mid 40s with a gunshot wound to the head and an elderly woman with a gunshot wound to the left arm. Neither of those injuries appeared to be life-threatening, Gray said.
