Kansas City test scores skyrocketed, but that is not going to keep the State Board of Education from having the CEE Trust, a Bill Gates-financed think tank from deciding how to deal with problem schools. Nor will it likely to come in top to stop Kansas City from being affected by the new law that allows parents to transfer their students out of failing school districts.
