TODAY.

* SHORT TERM TRENDS...WIND CHILL VALUES ARE CURRENTLY IN THE MINUS
  15 TO MINUS 25 RANGE AS TEMPERATURES RANGE FROM 5 ABOVE TO 5
  BELOW EARLY THIS MORNING AND WILL CONTINUE TO DROP INTO 20 TO
  AROUND 30 BELOW ZERO THIS MORNING WITH THE COLDEST READINGS
  EXPECTED FROM NEAR DAY BREAK THROUGH THE MID MORNING HOURS. LOWS
  WILL BOTTOM OUT FROM AROUND 10 BELOW ACROSS CENTRAL MISSOURI TO
  AROUND ZERO ACROSS FAR SOUTH CENTRAL MISSOURI.

* TIMING AND AREAS AFFECTED...FOR EXTERME SOUTHEASTERN KANSAS AND
  ALL OF THE MISSOURI OZARKS. THE WARNING CONDITIONS WILL OCCUR THIS
  MORNING WITH THE ADVISORY CONDITIONS OCCURRING THIS AFTERNOON
  THROUGH TUESDAY MORNING.

* WIND CHILL VALUES...WIND CHILL VALUES IN THE MINUS 20 TO MINUS
  30 RANGE WILL OCCUR THIS MORNING. WIND CHILL VALUES IN THE MINUS
  10 TO MINUS 20 RANGE CAN THEN BE EXPECTED AT TIMES THIS
  AFTERNOON INTO TUESDAY MORNING.

* IMPACTS...DANGEROUSLY COLD CONDITIONS WILL PERSIST EARLY THIS
  WEEK. THOSE OUTDOORS WITHOUT SUFFICIENT PROTECTION WILL RUN A
  HIGH RISK FOR FROST BITE OR HYPOTHERMIA.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

A WIND CHILL WARNING MEANS THE COMBINATION OF VERY COLD AIR AND
STRONG WINDS WILL CREATE DANGEROUSLY LOW WIND CHILL VALUES. THIS
WILL RESULT IN FROST BITE AND LEAD TO HYPOTHERMIA OR DEATH IF
PRECAUTIONS ARE NOT TAKEN.

PETS ARE ALSO SUSPECT TO THE EXTREME COLD.  KEEP PETS INDOORS AS
MUCH AS POSSIBLE.  IF THIS IS NOT POSSIBLE...MAKE SURE OUTDOOR
PETS HAVE WARM DRY SHELTER.  PROVIDE SUFFICIENT FOOD AND FRESH
UNFROZEN WATER.
