Missouri Secretary of State Jason Kander today released an analysis titled "House Bill 1073 Impact Report: The Effect on Missouri Voters."
"For the second year in a row, I’m releasing a report showing the negative impact of legislation like House Bill 1073, a bill that would establish the most onerous photo ID requirements in the country and possibly disenfranchise approximately 220,000 registered voters," Kander said. "HB1073 would make it more difficult for eligible Missouri voters who have legally voted for years to cast a ballot. This isn’t just wrong, it’s blatantly unconstitutional."
Once again, the report details forms of identification permitted and not permitted by the legislation, a state-by-state comparison of similar laws, statistics on provisional ballots and information about the Missouri Supreme Court decision that held similar legislation unconstitutional.
The report also notes that the Secretary of State’s office has not received any reports of voter impersonation fraud.
