FBI investigating school district

The FBI is investigating the St. Joseph School District after the new superintendent decided to boost the morale of his top administrators by giving them bonuses without going through the board of education:

According an article from the Associated Press, St. Joseph School District Superintendent Fred Czerwonka, the former West Plains School District Superintendent, apologized at a meeting Thursday night for not going to the Board of Education before awarding the stipends. He has said administrative salaries were low when he took over, as was morale, and the stipends were a temporary way to address those issues.

Low morale because the gig was up.
Too many people knew this has been a common practice. The superintendent's council were receiving 15000+ in stipends each to meet once a month is what has been said and heard for perhaps 7 years. Wasn't on salary schedules/compensation until it was exposed at board meetings, and the investigators were being contacted. FBI, state attorney general, and auditor.

As low as the administrators morale might have been, I feel relatively certain the teachers must have been lower. Particularly given these circumstances.
