Report: Rohr out of control, the only way to stop him was to get rid of him

The conclusion of Osage Beach investigator Tom Loraine's report, which was released today by the city of Joplin was that former City Manager Mark Rohr was out of control and the only way to stop him was to get rid of him.

"The facts of this investigation have revealed that the last four years of Mr. Rohr's service has allowed Mr. Rohr too much concentration of power. An option of setting goals is no longer valid. Mr. Rohr will not adhere to future job goals.

"Mr. Rohr has become negligent in his management and supervision of the city staff. Mr. McCoy and I have witnessed purposeful purging of professional staff members that have expressed disagreement and exhibited independent thought from the city manager."

I know Rohr is the one being targeted for this behavior, but a lot of people in positions of power in Joplin are essentially the same, including some of the councilmen. They ran their city departments or businesses in the same way.

In other words, the Rohr incident is the council purposefully purging professional staff that expressed disagreement and exhibited independent thought.

Rohr has been here for a long time, he has always been this way as his work history demonstrates, but it was only recently than anyone cared. If they were in agreement on certain decisions, they wouldn't have given a damn about these methods

Too many egos with the same bully-mentality can't co-exist in close quarters.

If Mr McCoy and Mike Hartley took part in this they are some of the problem they are part of the " good old boy group". Would not believe them just like would not believe several council members. They are good friends of Jack Golden.

I hope the city council in League City, Texas gets a copy of the report and realizes they have hired a manager with a history of being a tyrant and apparently physically abuses his wife. Is someone going to send it to them?

to 5:47 Its someone elses fault that rohr was a horrible manager?

Its obvious to anyone who the good old boy network is. It is the 4 that voted to keep this man and continue with illegal activities such as no bid contracts.

It is a shame that some members of the City Ouncil put the interests of their "special interest" supporters ahead of the needs of the community and failed to terminate Mr. Rohr six years or so ago when they knew his actions were detrimental to the spirit of our community. It is a well documented fact that many community members had expressed their concerns in regards to his leadership and management of city affairs, but these same council members choose to turn a deaf ear to these voices.

Mr. Rohr can make the claim that it is all the fault of the "good ole boy network", but at some point that excuse falls lame. He has used that same excuse in his other past failures and I can only assume that he will use it for his next failure.

I truly believe our community will be much better off without him and can begin to put the pieces of our community spirit back together again.

My biggest disappointment comes from the four city council members who voted to retain him (twice!!!) knowing full well of his past and present actions against women.
I wonder what the local battered and abused women support organizations think of this support toward a known abusive husband.
And to all the posters on this forum, on Facebook posts of other media outlets and other places where people spoke in support of Rohr, shame on you, shame on all of you for enabling a wife-beater.

After reading this no wonder Lane Roberts ran out. HIS ACTIONS WERE DISPICABLE AND A DISGRACE TO HIS BADGE AND THE OATH HE TOOK TO PROTECT THE PEOPLE OF JOPLIN. To the other police officer who had personal knowledge of this should resign and leave law enforcement, because you can no longer be trusted to uphold your oath of office either.

I hope his wife can get the support and resources she needs and then leave him before he kills her. I'm sorry she had no friends in Joplin----clearly, lots of folks knew and no one helped her, they just covered it up to protect her husband. Shameful.

5:47 has no clue what they are talking about. This whole ordeal, even going back to when the public works department was torn to shreds because of someone's ego - the public came up with all sorts of theories and didn't have a clue. I would be so angry because I'm thinking...why not ask someone that actually works there? That sounds logical. It sounds better than coming up with a theory and passing it around as truth. Putting politics aside, council let the employees just what they thought about them - nothing. The threw employees under the bus...for political reasons.

I meant to say council let the employees KNOW what they thought of them...nothing. The public -wow...they did a bunch of screaming, "82k? We deserve to know". Well now that the report is out - they say "ah, that was nothing" How backwards is that? People that will are Rohr supporters will support him no matter what and the other way around. There will be a small percentage - a very small percentage that will see it and understand. Those that voted to throw the employees under the bus...shame on you.

9:30 WE DO KNOW WHAT WE ARE TAKING ABOUT. Public Works was a mess. They finally got rid of the problem people. That was great. They kept Hertzberg because they felt sorry for him. The building guy properly was one of the worst in town and he was in charge. And where did the money missing go? The money the building department? Department head? Clerk? That was mot Rohr.He saw the pproblem and put a stop to it. They need to keep clean house and get rid of more of those lazy code people. That girl is out of control. Yelling at people all the time treats them like dirt.

to 8:20PM - Tell me when you work for the City? When did you work in Public Works? What did you see first hand? Exactly. That means you don't know what you are talking about. I get it, you're a Rohr supporter who keeps trying to put a square peg in a round hole and it doesn't fit. When you don't know what you're talking about - it makes more sense to say I don't know because I wasn't there. Was I? Um, yes, I was from start to finish. Try another angle buddy.

also 8:20 it's apparent you don't read much. Try again. There was no missing money. It was unbilled fees by a glitch in the software system public works had nothing to do with. guess who found the glitch? That's right genius - public works. You should do some research before you put your foot in your mouth. Public works was looked at nationally for work done during and after the tornado. The CM decided he was going to break Public works down and have done so. Now we're faced with an item on the ballot this Tuesday as to whether or not our Public Works Director should be a licensed engineer - brought forth by Rohr. Why wouldn't we want that? Pretty dangerous - anyone joe blow with a degree can be hired to oversee infrastructure projects, public safety projects. Go do some homework 8:20. You're over your head with pipe dreams.
