R-8 Board document says he asked for bids, but Johnson tells board state won't allow it

It is amazing what happens when school board members start asking questions.

At about the two hour and 16 minute mark of the board meeting, Buildings Project Director Mike Johnson told the board the reason there was no cost total for the archtect/engineering firm that will restore the mall high school to its owners specifications is because the state does not allow him to take bids on that.

Strangely enough, the board documentation, shown above, says bids were taken and it was advertised in the Joplin Globe.

It is certainly comforting to have Mike Johnson in charge of all of the school district's building projects.

He's a complete moron! If my child went to Joplin schools, I would make Mike's life a complete hell. He doesn't need to be around children.

I haven't watched the video, but state statutes require qualifications-based selection of architectural and engineering firms. Once a firm was selected via this method, the school should have negotiated a cost with the firm, and that contract should have been brought to the board for approval.

Anonymous 6:34 is correct. State law doesn't allow you to talk about fees with a architect until you've made a choice.....then you negotiate the fee; THEN you would seek board approval.

After your initial selection you negotiate price, ummmmm, procurement 101. No wonder they are scraping for every last dollar. The walls are closing in, only a matter of time now. Breathe deep, although painful now, it will be ok CJ and Paul.

That is why you accept sealed bids for a job. The lowest bid gets the job, unless there was a previous issue with that particular contractor. That is NOT against the State law.

At R8"sealed bids" are a sham, The deals are made off record. Hard to prove, yes. But I know for an absolute fact that this is how CJ and MJ do business. Ask many local business what happened when this little gang came to town.

I'm not doubting you at all. I know how they operate, sadly. MJ's office is Norma's Diner. He makes his best deals over "brunch". This bunch is out of control! They need a citizens over sight committee... It is after all taxpayer money and they are our children, right?

I remember seeing Mike "dumbass" Johnson reading "Management for Dummies." Unfortunately, it was upside down.
