Sex offender arrested at McClelland Park


The Newton County Prosecuting Attorney's office charged a Joplin man today with being a sex offender within 500 feet of a public park with a playground, a felony.

James Lee Carter (DOB 1959) was arrested by the Joplin Police Department Tuesday at McClelland Park.







From the probable cause statement:

Mr. Carter was contacted at McClelland Park next to a pavilion. {He} appeared to be charging his phone and making sun tea.

Mr. Carter was advised of the reason for the contact and was read his rights (Miranda Warning). Mr. Carter stated he was there so he could use the restroom, to charge his phone and make sun tea. {He} was asked if he knew he should not be in the park.







Mr. Carter stated he would not like to answer that question.

According to the complaint, Carter was convicted of sodomy in Newton County Circuit Court in 1990.
