Neosho man charged after neighbor's cat shot with crossbow

A Neosho man was charged with animal abuse, a misdemeanor Thursday for allegedly using a crossbow to shoot his neighbor's cat March 23.

The neighbor told the investigating Newton County Sheriff's Office deputy that she thought Steven Lee Webb (DOB 1998) was responsible, according to a probable cause statement filed in Newton County Circuit Court.

Reporting Party 1 (RP1) advised she found one of her cats with an arrow in its back. {She} said she attempted to pull the arrow out, but the cat ran off. {She} suspected that the subject that shot her cat was one of her neighbors.

I spoke with Steven Webb about the incident. {He} initially denied knowledge of the incident before providing a confession. Steven described RP1's cats being nuisance animals and advised RP1 previously told him to kill the cats.

Steven advised that he shot the cat at night with a crossbow, initially thinking it was a raccoon.

Steven Lee Webb, is a little punk, maybe we should shoot arrows at him?

Animal abuse should be a felony. He knew he was shooting at a cat. I just want to show him how it feels. I hope the cat survives and has no lingering problems.

Between the puppy mills and the hog industry animal abuse won't ever be a felony.
