Committee recommends passage of early school start bill

The House Rules Committee today voted "do pass" on Sen. Jack Goodman's bill to require schools to start earlier.
The bill calls for schools to start no earlier than 10 calendar days prior to the first Monday in September. Any school district wanting to start earlier has to announce a special public meeting for that purpose, then have the earlier start approved by a majority vote of the board. The same procedure would have to be followed each year, according to the bill.
