Chris Kelly explains Facebook bill, confusing everyone even more

In the accompanying video, Rep. Chris Kelly, D-Columbia, who sponsored what is rapidly becoming known as the Facebook Law in the House (Jane Cunningham, of course, was the Senate sponsor), attempts to explain how teachers have been worrying about nothing. At one point, he says there is nothing to stop students and teachers from being Facebook friends. Then he talks about how they can't communicate until the students have graduated from high school. I am curious if he knows how Facebook works.
