Rupp legislation opens the door for educational vouchers

Legislation filed this week by Sen. Scott Rupp, R-St. Charles County, would open the door to educational vouchers for Missouri. Rupp claims that Missouri's prohibition against putting public money into private schools is religious discrimination. Rupp's legislation is explained in the following news release.

To eliminate injustice toward churches, religious organizations, and Missourians who support these organizations, Sen. Scott T. Rupp, R-Wentzville, introduced Senate Joint Resolution 47 in the Missouri Senate on Thursday, Jan. 19. The resolution would, upon voter approval, remove a portion of the Missouri Constitution, known as the “Blaine Amendment,” that prohibits the distribution of public funds to religious organizations and learning institutions.


Senator Rupp’s joint resolution would amend the Missouri Constitution to state that the General Assembly and any Missouri township cannot deny religious organizations the general state benefits of any education program, funding, or other support, as long as the benefits comply with the requirements of the First Amendment to the U.S. Constitution. Senate Joint Resolution 47 would be presented to Missouri voters in November.

“It’s about time Missouri stopped its discrimination toward religious organizations and the good Missourians who support them and their mission,” Sen. Rupp said. “Our U.S. Constitution is based on freedom and justice for all, and my measure would reflect this value, while also ensuring the separation of church and state.”
