In the accompanying video, Joplin's master developer, David Wallace of Wallace Bajjali, testifies in favor of HB 158, sponsored by Rep. Tom Flanigan, R-Carthage, which would allow tax increment financing to be extended to disaster areas, such as the area hit by the May 22, 2011, Joplin Tornado. The hearing was held a week ago today before the House Economic Development Committee.
