CONSTRUCTION INSPECTOR- PUBLIC WORKS/ ENGINEERING
DESCRIPTION:
Under general supervision, inspects a variety of public works construction, maintenance, and repair projects to ensure they are completed in compliance with established specifications and applicable codes and guidelines.
GENERAL DUTIES AND RESPONSIBILITIES:
THE FOLLOWING DUTIES ARE NORMAL FOR THIS TITLE. THESE ARE NOT TO BE CONSTRUED AS EXCLUSIVE OR ALL-INCLUSIVE. OTHER DUTIES MAY BE REQUIRED AND ASSIGNED.
• Attendance and dependability. Must maintain confidentiality.
GENERAL TASKS AND RESPONSIBILITIES:
WHILE FOLLOWING TASKS ARE NECESSARY FOR THIS POSITION, THEY ARE NOT AN ESSENTIAL PART OF THE DUTIES OF THIS POSITION AND MAY ALSO BE PERFORMED BY OTHER EMPLOYEES.
• Inspects public works oriented new construction, maintenance, and repair projects, both in progress and upon completion, including taking samples and performing a variety of standard tests, to ensure that all work being done either by City crews or outside contractors complies with project specifications and applicable construction codes and guidelines.
• Maintains detailed records of inspection activities and findings and prepares reports documenting project progress/status.
• Makes a variety of measurements and calculations to determine and authorize amount of payment contractors should receive for work completed and materials used.
• Performs final inspections/measurements upon project completion to ensure contract compliance prior to authorizing final payment.
• Negotiates with contractors regarding contract change orders and prices.
• Reviews "as-built" plans for completed projects to ensure they completed project complies with bid specifications.
• Meets with a variety of officials, business owners, contractors, architects, engineers, and citizens of Joplin to conduct pre-construction conferences, explain proposed projects, and analyze/interpret plans and drawings.
• Investigates and resolves complaints from property owners regarding public works construction, maintenance, and repair projects.
• Ensures that contractors working on City projects have appropriate permits and licenses.

GENERAL PHYSICAL REQUIREMENTS:
LANGUAGE ABILITY AND INTERPERSONAL COMMUNICATION
• Skill in establishing and maintaining effective working relationships with property owners, construction contractors, architects, engineers, other staff, and the public.
MATHEMATICAL ABILITY
Knowledge of basic public works engineering principles and practices.
JUDGMENT AND SITUATIONAL REASONING ABILITY
• Knowledge of basic field survey principles and techniques.
• Knowledge of uniform building codes and guidelines, including electrical, plumbing, and general construction codes.
• Skill in inspecting construction sites to determine compliance with project specifications and applicable construction codes.
PHYSICAL REQUIREMENTS
• Requires high levels of standing, bending, twisting, squatting, and carrying.
• Medium to heavy lifting may be required.
• Manual dexterity to such a degree as to allow proper assembly, operation, and maintenance of specialized essential job related equipment.
• Must be sighted, hearing, and mobile to such a degree as not to compromise safety rules or the safety of self or others while working.
ENVIRONMENTAL ADAPTABILITY
• Knowledge of the location of streets and addresses in the City of Joplin.
• Skill in understanding and interpreting complex regulations and guidelines.
• Skill in performing a variety of standard tests on construction materials and sites.
GENERAL QUALIFICATIONS:
• Graduation from high school or G.E.D. equivalent and experience equivalent to three years full time construction inspection or sub-professional engineering work.
• OR an Associate’s degree in Civil Engineering or closely related area may substitute for two years of the required experience.
• Must possess a valid driver’s license and be able to successfully complete a thorough background check, and successfully complete a physical exam and drug test.
SALARY RANGE: $33,894 - $49,183, with excellent benefits.
