Must provide insurance providing healthcare and any other forms of care needed for the rest of their life, so they do not become a burden on the rest of us.
If they can't purchase the insurance, then wear the helmet. And anyone caught without the insurance, then make the fine and jail high enough to be a deterrent.
Amen, 6:24! With rights come responsibilities. They also need to buy loss-of-income insurance so if they are hurt to the extent they can't provide for their families, their families don't become a burden on the taxpayers.
