The position to only open shelters when there is a tornado warning issued is not based in reality. Sometimes there is no warning issued. IMO, The majority of people who use public shelters monitor the weather when severe is possible, as does the media, and prepare to travel to shelter as severe threat nears, not wait till the last minute. There is an ample qualified voluteer base in Jasper County as far as personnel. If they're looking to get more people hurt or killed in another severe/tornadic event, this is a fine way to do it. I have managed a shelter in Kansas and 1 in Missouri.
Whoever came up with the idea to only open the shelters when a warning is issued is a joke. When a warning is issued you are to take cover immediately. Not get into a car and drive to a shelter. Were lessons not learned from the Joplin tornado? Seriously? You are going to put the public a risk with this position.
The public enabled you to build those shelters through tax dollars so this position MUST be revisited and revised again. Its obviously made with no regard to anyone with knowledge of warnings and watches. Joplin's Emergency Management should have been involved in this decision. Were they? What do they have to say?
