Bill White pre-files legislation creating Missouri Water Safety and Security Act

Current state Rep. and Senator Elect Bill White has pre-filed legislation for the 2019 regular session that would help protect Missouri’s public water systems from cyber threats, and help ensure the overall quality of water for Missourians throughout the state.

White filed SB 66 to create the Missouri Water Safety and Security Act. The bill would require every public water system with an internet-connected control system to establish policies for cyber security risk management, preventing, and mitigation. 

White said the requirement is important because a U.S. security alert published earlier this year said that Russian government hackers are working to penetrate sectors that U.S. citizens depend on such as power grids and water systems. 



“In this day and age where hackers are working to disrupt our way of life at every turn, it’s important that any system connected to the Internet have an appropriate plan for cyber security in place,” said White, R-Joplin. 

“It is extremely important that our public water systems remain functional so it’s imperative that they take the appropriate steps to stay protected from hackers. My legislation simply ensures they have effective policies and procedures in place.” 

The Missouri Water Safety and Security Act also includes a provision that would require a public water system to submit a mitigation plan to the Department of Natural Resources if the system receives three notices of violation for any reason, or two notices relating to exceeding maximum contaminant levels within a 12-month period. 

The act also requires all public water systems to create valve inspection and hydrant inspection programs. Public water systems are also required to submit an annual report to the Department certifying compliance with certain regulations as set forth in the act. White pre-filed his legislation on Dec. 1 when the pre-filing period officially began in the Missouri Senate. 

The Missouri Senate will begin the 2019 regular session and White will be sworn in as the next Senator for the 32nd District on Wednesday, Jan. 9.

      Basically anything immoral and evil Republicans want.
      Poor Democrats just keep fighting the good fight. Looking out for everyone's best interests by expanding government and raising taxes. They just want to help though.

      Harvey has no understanding that there are legitimate reasons for people to post anonymously. He thinks expressing an opinion anonymously is the same as lying. I am not sure what it really matters if we all know each others names or not, it isn't like I am here to meet new friends or make new enemy's. I could not care any less who posters on here are. I think Harvey loses sleep over not knowing.
