Lawyer asks for mental exam for Carthage sex offender facing felony charges after impregnating 14-year-old

The lawyer for a Carthage sex offender facing three felony charges involving sexual activity with an underage girl and receiving and distributing child pornography wants a psychatric examination for her client.

In a motion filed today in U. S. District Court for the Western District of Missouri, federal public defender Ann M. Koszuth says after consulting with Victor Alfonso Vasquez, 32, she is not sure he is capable of helping with his defense.

"Defendant has been diagnosed with a major mental illness in the past, and has been prescribed antipsychotic medications."

A federal grand jury indicted Vasquez, who is being held without bond. His crimes were described in a detention motion filed July 16.



On June 26, 2018, Joplin, Missouri, Police Department (JPD) Detective P. Beckham responded to Life Choices located in Joplin, Missouri, to a report of a pregnant 14- year-old female, Jane Doe. 

Karoyln Schrage, RN, confirmed that Jane Doe was eight weeks and three days pregnant. On July 3, 2018, a Federal Bureau of Investigation Child and Adolescent Forensic Interviewer interviewed Jane Doe at the Joplin Children’s Center. 

During the interview, Jane Doe disclosed she met the defendant via an unidentified Internet based game. After meeting on the game site, the defendant began contacting Jane Doe via Facebook Messenger. 

Jane Doe told the defendant she was 13 years old when they began communicating online. Jane Doe stated that she and the defendant began a sexual relationship on January 19, 2018. 

Jane Doe said during the following three to fourth month period, the defendant engaged in various sexually explicit acts with her, including oral sex and vaginal penetration. Jane Doe stated that the defendant also asked her to send him nude images of her vagina. Jane Doe stated she sent nude images of her vagina to the defendant via the social networking website, SnapChat. 




Jane Doe stated that the defendant also sent her images of his penis via SnapChat. A forensic examination of Jane Doe’s cellular phone revealed images of the defendant's penis, as well as nude images Jane Doe had sent to the defendant at his request. 

In relation to the history and characteristics of the defendant, the defendant is a convicted sex offender. On August 12, 2013, the defendant was sentenced in Jasper County, Missouri, Circuit Court for one count of statutory rape in the second degree and one count of statutory sodomy in the second degree. 

Furthermore, on October 25, 2005, the defendant was sentenced in Milwaukee County, Wisconsin, Circuit Court for one count of burglary in each case.

    So this waste of oxygen has been convicted and let out to not only victimize but also impregnate this child and the lawyer thinks he can't assist in his own defense?
    Looks like he's had enough practice that he'll do just fine.
