The Carthage R-9 Board of Education met in regular session on Monday, February 18, 2019, 6:00
pm, at Carthage Junior High School. Present were board members Tony Diggs, Lee Elliff Pound,
Justin Baucom, Niki Cloud, Jeff Jones, and Bill Lasley. Elizabeth Streich was present; however,
she left prior to the start of the meeting.
Mr. Collier and Chase Shockley led the Pledge of Allegiance. Mr. Collier, 8th grade social studies
teacher, introduced Chase Shockley, who read his Patriot Pen essay. His essay won local and
state competitions.
The Board approved the consent agenda for the purpose of approving the meeting agenda,
minutes of previous meeting, payment of bills, date for Board reorganization meeting, contract for a
school bus, acknowledgement and guarantee for Show Choir participation in BattleFest, and
monthly financial reports.
Artists of the Month awards were distributed to February winners.
After distributing copies of the proposed 2019-20 school calendar and providing an opportunity for
public comment in accordance with state law, the Board adopted the calendar, as presented. The
2019-20 school calendar is posted on the district’s website at www.carthagetigers.org, or you may
contact the District Office, 710 Lyon Street, 417-359-7000, to request a copy.
Dr. Ragsdale, Carthage Intermediate Center Principal, provided an evaluative report on At-Risk for
2017-18. The graduation rate continued a trend above 90% reporting 91.1%. Attendance districtwide was 90.3% (90/90 calculation), which remains above the MSIP accountability measure set at
90%.
The Virtual Learning Center served 262 students, including 120 students graduating with
VLC credit. Summer school attendance district wide continues to climb as 2,128 students attended
in 2018. There were 35 students enrolled in the Missouri Options Program with a 72% passing
rate. The student learner/work program served 50 students.
Over 2,000 students participated in
extended learning activities such as mentoring, tutoring, and early literacy. This reflects an overall
increase from the last several years.
Mrs. Elliff Pound provided an update on the Carthage R-9 School Foundation activities. The
Foundation will be distributing Major Saver earning checks to each school in the next couple of
weeks. Foundation scholarship applications were due by the second week in February and the
scholarship committee will meet soon to select 2019 recipients. The Flanagan Speech Contest,
Boylan Art and Writing Contest, and Art Exhibitor Showcase will take place in April.
Dr. Baker updated the Board regarding the following announcements:
More people attended Community Session #3 compared to previous Carthage 2020 and
Beyond meetings. We presented information regarding our present facilities, budget
(including funding mechanisms), and bonding new construction projects. I think most
people were surprised how much student attendance affects our state funding.

The PowerPoint and participants’ responses, comments, and questions are
posted. Our next Carthage 2020 and Beyond meeting is Monday, March 11, 6:30 pm, in the
high school commons. Curriculum and instruction are the main topics for the evening.
Recognition was given to Kale Schrader for his performance at the MSHSAA Wrestling
Championships in Columbia, Missouri. Kale completed his undefeated season with a Class
4 state championship.
Currently, the last day of school is set for May 22, 2019, with graduation set for May 16,
2019.
