Carthage R-9 Board hears updates on Carthage 2020, high school graduation, hires 6 teachers, 10 support staff

The Carthage R-9 Board of Education met in regular session on Monday, May 18, 2020, 6 pm, at Carthage High School. 

Present were board members Jeff Jones, Niki Cloud, Bill Lasley, Tony Diggs, and Elizabeth Streich. Lee Elliff Pound attended the meeting via Facetime. Wayne Jones was absent. 

Jeff Jones led the Pledge of Allegiance. The Board approved the Consent Agenda for the purpose of approving the meeting agenda, minutes of previous meeting, payment of bills, financial report, new and revised policies and regulations, 2020- 2021 student handbooks, employee stop loss carrier, and health insurance services. 








Cathy Steverson, IT Director, provided an evaluative report on Technology, Missouri School Improvement Program Area I-11. The IT Department remains focused on identifying and securing resources to provide adequate and equitable access to instructional technology. All established policies and procedures are evaluated and updated to support academic achievement and comply with federal and state standards. The district will continue to provide adequate funding to ensure all technologies are put in the hands of trained teachers. 

Kandy Frazier, Assistant Superintendent for Instruction, provided an evaluative report on the A+ Program, Missouri School Improvement Program Area I-6(3). The A+ Program strives to provide high school students with an exciting and rigorous program of academic and technical education that leads to university, community college, or workplace skill development. 

The state provides tuition and fees for any two-year college, technical school, or participating four year college in Missouri to qualifying students. Enrollment continues to climb with 177 students enrolled in the A+ Program for the 2019- 2020 school year. 

Tammy Dobler, Transitional Living Liaison, provided an evaluative report on Homeless Services, Missouri School Improvement Program Area G-5, G-6 (1,4). Consistent enrollment and identification procedures are in place to identity students who meet federal guidelines for transitional living. Students qualifying for financial support have steadily risen over the past seven years. The district reports 339 students, 6.83% of our total student population, qualified for the program during the 2019- 2020 school year. 

Beth James, Special Services Director, provided an evaluative report on Special Education, Missouri School Improvement Program Area I-1(2),I-3 (1,2,3,5), G-5. The district met all Missouri Department of Elementary and Secondary Education Special State Performance Plan (SPP) Education Performance Goals. 








The district did not meet performance goals for ELA and Math for grades 3-8 and high school. A Missouri Assessment Plan-Alternate (MAP-A) Review and Missouri School Improvement Plan File Review was recently conducted reporting 100% compliance and no corrective actions required. 

Kandy Frazier, Assistant Superintendent for Instruction, provided an evaluative report on Migrant Services, Missouri School Improvement Program Area G-5, G-6 (1, 4). Students qualifying for migrant services have remained consistent over the last few years reporting 12 for the 2019-2020 school year. 

The district has developed and enhanced quality education and instructional programs, resources, and support services to improve the students’ achievement and to enable students to meet their personal, academic, and career goals. 

Niki Cloud, board member, provided a Carthage R-9 School Foundation update. 

The Carthage High School 2020 Senior Academic Awards night was held virtually on May 12, 2020. Scholarship recipients were notified via a YouTube playlist. The playlist can be found on the Carthage High School Buzz YouTube page under the playlist section titled 2020 CHS Virtual Senior Academic Awards Night. 

Dr. Baker, Superintendent of Schools, provided a recap of the Carthage 2020 and Beyond priorities, recommendations, and survey results. Dr. Baker discussed the addition of two additional Tiger Prep Academy (TPA) classrooms, and the addition of a Counseling Specialist and Communication Director as a result of feedback from the Carthage 2020 and Beyond survey. 








The district will receive additional funding from the CARES Act and will be developing a plan for its use. 

Cathy Steverson, IT Director, discussed the expansion of technology opportunities created due to COVID-19 needs. 

Tysha Roughton, Technology Integration Specialist, discussed the support services she provides to staff to ensure teachers are well trained with their classroom technology. 

Dr. Baker updated the Board regarding the following items:

 Encouraged voters to be educated for the upcoming June 2, 2020, General Municipal Election. Voters will be asked to decide a no tax increase bond issue election question asking for a South Technical Center expansion and North Technical Center remodel expansion and to fill three vacancies on the Carthage R-9 Board of Education. 

 Due to COVID-19 concerns, the ability to ask questions electronically regarding the South Technical Center expansion and North Technical Center remodel will be announced soon. 

 Matt Huntley, high school principal, updated the Board regarding senior celebration changes implemented due to COVID-19 including a Senior Tiger Train, virtual 2020 Senior Spotlight, SHOW US your BLUE, and micro military graduations. A traditional graduation is set for July 30, 2020, at David Haffner Stadium. Adjustments will be made according to weather concerns and COVID-19 guidelines. 

 Kandy Frazier, Assistant Superintendent for Instruction, discussed the success of the 10-Day Challenge where each school distributed student educational packets. She praised the efforts of teachers and staff to ensure the success of the challenge. 

 The 2019-2020 budget will finish strong due to the reserves in place and the 2020-2021 budget is anticipated to be strong as well. 

 The 2020-2021 school calendar is being reviewed for possible changes. 

 Summer School for grades K-8 will be held June 4 through July 1. Additional information is provided on our district Facebook page. The high school will provide a session of virtual summer school beginning May 28 for those students who need credit recovery or specific high school graduate classes. 

 Gregg Wolf, Assistant Superintendent for Business, announced the Sixth Grade Center remodel was not affected by COVID-19 and is nearing completion.

  The next Carthage 2020 and Beyond discussion will include improving life skills and the addition of classrooms at the high school. 

 Congratulations to Chris Wilkerson, high school Biology and Project Lead the Way teacher, for being nominated as a Regional Teacher of the Year candidate. 

 Congratulations to Niki Cloud, R-9 Board member, for achieving Master Board Member recognition 

The Board met in closed session immediately following the regular meeting to discuss legal and personnel matters in compliance with Section 610.021 (1) and (3) of the Revised Statutes of Missouri.
