PSC approves Empire District Electric request to skip late payment fees, forego disconnect notices during pandemic

The Missouri Public Service Commission has approved a request filed by The Empire District Electric Company, The Empire District Gas Company, Liberty Utilities (Missouri Water) LLC and Liberty Utilities (Midstates Natural Gas) Corp., all subsidiaries of Liberty Utilities Company (Movants), for a temporary variance from company tariffs, which will allow them to continue to forego collection of late payment fees, to not send collection or disconnection notices, and to reconnect recently disconnected customers during the COVID-19 emergency.

The application stated the companies acted quickly in recognizing the impact of the COVID-19 crisis on their customers and created a plan to keep employees as safe as possible, and continue providing safe and reliable service, while also extending accommodations to customers who may be facing financial difficulties.










“As of March 16, 2020, for all customers, the Movants have been foregoing the collection of fees related to late payments, have not been disconnecting customers due to nonpayment, have not been sending collection or disconnection notices, and have been working to bring recently disconnected customers back onto the systems,” said the application.

The Empire District Electric Company serves approximately 155,165 electric customers and 4,500 water customers in Missouri. The Empire District Gas Company serves approximately 43,000 natural gas customers in Missouri. Liberty Utilities (Missouri Water) LLC serves approximately 3,300 water and/or sewer customers in the state and Liberty Utilities (Midstates Natural Gas) Corp. serves approximately 55,000 natural gas customers in Missouri.
