Carthage R-9 Board accepts retirements of Fairview, Pleasant Valley principals, retirements, resignations of seven teachers

The Carthage R-9 Board of Education met in regular session on Monday, January 18, 2021, 6:00 pm, at Carthage Intermediate Center. Present were Board members Jeff Jones, Niki Cloud, Bill Lasley, Karen Wilkinson, and Patrick Scott. Lee Elliff Pound and Ryan Collier attended via Zoom. 

The Pledge of Allegiance was led by Carthage Intermediate Center students. A video overviewing CIC House System, a school wide behavioral system for student support, encouragement, and character development, was shown. 

The Board approved the Consent Agenda for the purpose of approving the meeting agenda, minutes of previous meetings, payment of bills, and financial reports. 








Dustin Perkins, Carthage High School Assistant Principal, provided an evaluative report on School Climate, Missouri School Improvement Program (MSIP) I-7, I-8. Staff members use disciplinary data to identify trends, develop strategies, and implement effective behavioral support systems. Attendance rates are closely monitored, and staff members communicate with parents to promote student participation. 

Niki Cloud provided a Carthage R-9 School Foundation update. Major Saver checks are being distributed to schools. The Foundation continues to work with Amazon Smile in accepting donations. Carthage High School scholarship applications will be accepted in the high school counselor’s office beginning the first week in February. A Co-Ed Wiffle Ball Fundraiser Tournament will be held April 24. Teams and sponsors are currently being accepted. 

Matt Huntley, Carthage High School Principal, provided information on Carthage ConnectED- A CHS 1:1 Initiative. This program provides consistent technology by providing Acer Chromebooks for all CHS students to assist with assignments and for teachers to utilize as tools for instruction both inside and outside the classroom. 








In an effort to add additional high school advanced business courses and better address new DESE standards Matt Huntley, Carthage High School Principal, requested the Board remove Computer Applications as a graduation requirement. 

More in-depth Microsoft Office courses will be offered in its place allowing high school students to possibly earn certifications. The implementation of 1:1 technology in lower grades will provide the content of Computer Applications. The Board unanimously approved the change. 

The Carthage R-9 School Board approved a Resolution regarding COVID-19 Leave as an extension of the federal leave mandated under the Families First Coronavirus Response Act (FFCRA), which expired December 31, 2020. This resolution extends the original ten (10) days provided by FFCRA in the first semester to the second semester and provides the addition of five (5) COVID-19 paid leave days to full-time and part-time employees in the district who meet the qualifying conditions outlined in the resolution. The COVID-19 paid leave days will expire June 30, 2021. 

Several new and revised policies and regulations were presented to the Board for review. Final drafts will be considered for adoption at the February 15 regular meeting of the Board. 

Dr. Baker updated the Board regarding the following items: 

• Recognized the importance of showing respect and honor on Martin Luther King Day. 

• Approximately 350 Distance Online Learners (DOL) students are enrolled in the second semester. 

• Budget estimates for the 2021-22 school year are currently under review. Staff needs, capital projects, and technology requests are being considered. 

• February’s Board Professional Development will focus on reading assessments and instruction. 

• March’s Board Professional Development will focus on the Tiger Prep Academy (TPA).  








The Board met in closed session immediately following the regular meeting to discuss personnel matters in compliance with Section 610.021 (3) and (13) of the Revised Statutes of Missouri. The Board renewed the contract of all administrators for the 2021-22 school year, accepted the following retirements and resignations, and employed the following certified, support staff, and substitute staff:
