Carthage R-9 Board hires three teachers, will make decision on ballot issue in January

The Carthage R-9 Board of Education met in regular session on Monday, November 15, 2021, 6:00 pm, at South Technical Center. Present were Board members Ms. Niki Cloud, Mr. Bill Lasley, Mrs. Karen Wilkinson, Mr. Nathan Terry, Mr. Jeff Jones, Mr. Patrick Scott, and Mr. Ryan Collier. 

Four Mark Twain second grade students lead the Pledge of Allegiance. 








The Board approved the Consent Agenda for the purpose of approving the meeting agenda, minutes of previous meetings, payment of bills, financial reports, 2022 employee health insurance plan, filing dates for the annual Board election, approval of change order #4 South Tech Expansion, and approval of bus bids for 83 2023 Type D. 

Mrs. Leesa Loggains, Media Specialist, provided an evaluative report on Library/Media Services, Missouri School Improvement Program (MSIP) area I-10. Media Specialists continue to develop and implement plans to provide reading material for virtual students and students learning in-person. Library media specialists will continue to promote and encourage reading for enjoyment, personal growth, and learning. 

Mr. Matt Huntley, Assistant Superintendent for Instruction, provided an evaluative report on Instructional Effectiveness, Missouri School Improvement Program (MSIP) I-1 – I-3. Class of 2021 ACT Scores for individual schools have not been released. 

Since 2018, Carthage High School has shown a growth rate higher than the state average. Map/ EOC scores, DESE has urged districts to not use data for any type of comparison, rather to use it as a tool for learning how to improve in the coming years. 

August 2021 iReady assessments were given to determine baseline and will be given again in December. ESGI Kindergarten assessments have shown early signs of growth in all areas of literacy. Staff have been working diligently to identify gaps in learning and reteaching skills to help students grow academically. 








Ms. Cloud provided a Carthage R-9 School Foundation update, highlighting recent events such as Trivia Night and Major Saver Cards. Make sure to check the Facebook page for announcements and to stay up to date. 

Dr. Baker presented a Dashboard comparing the percentage of free and reduced lunches and the ethnicity of students from the 2019-2020, 2020-2021, and 2021-2022 school year. 

Mr. Lasley, Mrs. Wilkinson, and Mr. Collier attended the 2021 Annual School Board Conference in Kansas City, Missouri, November 5-7, 2021. All attendees discussed their experiences. 

Mark Twain second grade students presented information regarding opening up a project-based learning coffee shop. Coffee will be delivered on each Friday in December, orders are due by each Wednesday. Coffee is $3.00, Cocoa is $1.50, and Candy is $1.00. Proceeds will go to benefit Bright Futures. 

Mr. Terry and Mr. Jones volunteered to serve on the John T. Belcher Scholarship Selection Committee. The committee will select a nominee to represent the district in this competitive scholarship application process. The board voted to accept the Powers Museum donation. 

Dr. Baker shared two layout designs for the Performing Arts Center, one with a round front and the other with the square, symmetrical front. 

In January the board will make the decision to add it to the ballot or pass. The board must approve ballot language in January to list on the April 2022 election. 

Dr. Baker updated the Board regarding the following items: 

• Performing Arts decision to be made by January for an April vote 

• Upcoming Dashboard ideas 

• Brent Blevins attending December’s board meeting to start refunding bonds • Thanksgiving break reminder 

The Board met in closed session immediately following the regular meeting to discuss personnel matters in compliance with Section 610.021 (1), (3), and (6) of the Revised Statutes of Missouri. 

In closed session the Board accepted the following personnel actions: 

Approved retirement/resignation and the employment of certified and support staff presented contingent upon receiving a clear criminal record check from the Missouri Highway Patrol and Federal Bureau of Investigation, and a clear check of the Adult Abuse/ Neglect Registry maintained by the Missouri Department of Social Services for all employees new to the district:
