Carthage R-9 hires Diamond Elementary principal for Steadley position, Columbian principal retiring

The Carthage R-9 Board of Education met in regular session on Monday, November 21, 2022, 6:00 pm, at Fairview Elementary. Present were Board members Niki Cloud, Bill Lasley, Karen Wilkinson, Nathan Terry, Jeff Jones, Patrick Scott, and Ryan Collier. 

Fairview students Jude Hyder, Addison Benbow, and Sophia Reu led the Pledge of Allegiance. First grade students provided cheerful songs under the direction of vocal music teacher Mrs. Megan Blanchard. 








The Board approved the Consent Agenda for the purpose of approving the meeting agenda, minutes of previous meetings, payment of bills, district financial report, amendments to FY23 budget, and filing dates for the annual Board of Education election. 

Shelley Wilson, School Counselor & K-12 Counseling Department Chair, Deena Murdock, District Counseling Specialist, and Jessica McDonald, District Counseling Specialist, presented a MSIP 6 Standard update regarding counseling and advisement. An overview of target areas one and two were discussed. 

Matt Arnold, Director of Human Resources, and Amy Cristy, Communication Specialist, presented information regarding the upcoming Carthage Recruitment Kickoff occurring at the Carthage South Tech Center on December 1, 2022 from 3:30pm – 6:30pm. 

Mr. Jones provided a Carthage R-9 School Foundation update highlighting Trivia Night and the Major Saver card campaign. Mr. Lasley, Mrs. Wilkinson, Mr. Jones, and Mr. Collier attended the 2022 MSBA Annual School Board Conference in Kansas City, Missouri, November 3-5, 2022. All attendees discussed their takeaways from conference sessions. 

Dr. Baker presented the Employee Health Insurance Plan for calendar year 2023. Dr. Baker reviewed the Performing Arts Center and baseball field naming rights. 

Mr. Jones and Mr. Terry volunteered to serve on the John T. Belcher Scholarship Selection Committee. The committee will select a nominee to represent the district in this competitive scholarship application process. 

Ms. Cloud and board members discussed new and revised policies and regulations. 

Dr. Baker updated the Board regarding the following: 

• Recruiting and retaining staff is very critical for the district. A big push will be made at our upcoming recruitment kickoff promoting health insurance benefits, salary, safety, and security. 

• Congratulations to Carthage Tigers athletics, band, musical, and speech and debate students. So many positive stories from all grade levels. 

• Transportation Department needs bus drivers. 

• Board of Education applications open next month with three (3) positions available for three-year terms voted on in the April 4, 2023, election. 

• Superintendent search survey has been released to hear your opinions. A special board meeting will occur to discuss applications and choose candidates to be interviewed with the intent to hire by December 19. 

• Thanksgiving break reminder with regular dismissal Tuesday, November 22, and returning Monday, November 28. 








The Board met in closed session immediately following the regular meeting to discuss personnel matters, student matters, and evaluative personnel reports in compliance with Section 610.021 (3), (6), and (13) of the Revised Statutes of Missouri. 

In closed session the Board approved the following personnel actions: 

Approved the employment of professional, certified, support, substitute, and extra duty staff as presented contingent upon receiving a clear criminal record check from the Missouri Highway Patrol and Federal Bureau of Investigation, and a clear check of the Adult Abuse/Neglect Registry maintained by the Missouri Department of Social Services for all employees new to the district:

Champagne, Celesta, Biology Teacher, Carthage High School - Mrs. Champagne graduated from Missouri Southern State University in 1997 with a Bachelor of Science in Education-Biology, and earned a Master's Degree from Pittsburg State University in 2004. She began teaching for the Carthage High School in 1997. 

From 1997 to 2005, she taught Integrated Science, Applied Biology and Chemistry, Biology, AP Biology as well as Study Skills until she decided to stay home with her family. She is now returning to teach Biology at Carthage High School. 

Ray, Diane, Chemistry Teacher, Carthage High School - Ms. Ray graduated from MSSU in 1982 with a BA in Chemistry and BS in Medical Technology. After working as a medical technologist for 6 years, she decided to pursue teaching. She took the necessary courses needed and began her teaching career in Wheaton, MO. She remained at Wheaton for 13 years. 

While there, she taught Chemistry 1, Chemistry II, Biology and others. Ms. Ray then started teaching at Webb City in 2001. She taught Chemistry, Dual Credit Chemistry, AP Chemistry and Biology. Ms. Ray retired in 2014 with 26 total years of teaching. In 2018, she worked for Monett High School in a critical shortage position. She taught Chemistry and Dual Credit/AP Biology. 

Northup, Lisa, Principal Steadley Elementary - Dr. Northup graduated from Missouri Southern State University in 2000 with a Bachelor of Science in Elementary Education. She earned a Master of Science in Curriculum and Instruction in 2006 from Pittsburg State University. 

In 2016, she earned an Education Specialist in Leadership from Arkansas State University and in July of this year, she completed her Doctorate of Education through William Woods University. Dr. Northup was an elementary teacher in Carl Junction from 2000-2018. In 2018, she became Elementary Principal at Diamond RIV School District and is currently still employed with them.
