Emanuel Cleaver: Standing firm against higher health care costs

While House Republicans were on paid vacation from September 19th to mid-November, House Democrats have continued showing up to do the People's work in our fight to extend Affordable Care Act tax credits and lower health care costs. Because when families stretch to afford groceries, health care, housing, and child care, the last thing they need is a government that is closed for business.

Although I'm pleased the Republican shutdown has come to a conclusion, let's be very clear: this shutdown was the result of Republicans in Congress and the White House refusing to help Americans lower their skyrocketing health care costs. The GOP, which controls the White House, the House of Representatives, and the Senate, held essential services and hardworking families hostage for political gain. At the same time, President Trump was focused on raising $300 million to demolish the East Wing of the White House and turn it into a gilded ballroom.








As we move into the end of 2025 and turn to a new year, Democrats will remain laser-focused on the critically important issues facing the American public: addressing health care costs, lowering the price of food, housing, and energy, paying federal workers, and protecting critical programs like SNAP that millions of families rely on to keep food on the table.

How the Shutdown Affected Our Community


During the Republican shutdown, I spent time speaking directly with community leaders, nonprofit partners, and federal workers whose lives were disrupted by the decisions being made by politicians in Washington.

One of those conversations was with Emmet Pierson, President and CEO of Community Builders of Kansas City, whose organization is leading critical development projects in our community. He shared how the shutdown stalled affordable housing efforts, slowed vital federal approvals, and created uncertainty for families waiting on services. His message was clear: when Congress fails to act, projects that strengthen neighborhoods and expand opportunity are the first to suffer.

I also heard from federal workers, including one longtime civil servant who spoke with me about what it meant to go weeks without pay. These are the people who keep our country running by processing benefits, supporting veterans, protecting public safety, and serving Americans every single day. They shouldn't be treated as bargaining chips in a political game. They deserve stability, respect, and the assurance that their livelihoods won't be jeopardized by partisan brinksmanship - which is why I called on the administration to follow the law and ensure these civil servants receive the back pay they are entitled to.









Standing Firm Against Higher Health Care Costs

While I am relieved the shutdown has ended and federal workers have finally returned to their jobs with paychecks restored, I want to be transparent about why I could not support the Senate spending bill when it came before the House.

For months, Democrats in Congress have urged Republicans - who control the White House, the House, and the Senate - to work together on bipartisan solutions that address the rising cost of living. That includes extending Affordable Care Act tax credits that help working-class families keep their health care premiums affordable.

But instead of coming to the table with solutions, Republicans advanced a bill this summer that extended tax breaks for the wealthy and well-connected while making the largest cuts to Medicaid and food assistance programs in our nation's history. Even worse, the legislation failed to protect ACA tax credits, meaning tens of thousands of families in Missouri's Fifth District would see their premiums skyrocket - in some cases doubling. At a time when families are already stretched thin, that is simply unacceptable.








As I said in my statement on the bill: "I cannot support legislation that raises the health care costs of hardworking families across Missouri's Fifth Congressional District. Unfortunately, the legislation proposed in the Senate will ensure that tens of thousands of my constituents see their health care premiums skyrocket, some by more than double what they are today. That is a heartless way to govern."

We cannot balance budgets on the backs of families who are already doing everything right. And we certainly cannot justify raising premiums while the administration continues to hand out massive tax breaks to the wealthy and questionable billion-dollar bailouts to countries like Argentina. While the government is now reopened, my focus remains the same: fighting to lower health care costs, protect SNAP benefits, and make sure the policies passed in Washington actually work for the people who live and work in our community.

    1. Obamacare has increased the cost of health care and health insurance. The ACA’s federal mandates and spending, including Medicaid expansion and subsidized individual plans, have drastically increased the cost of health care and health insurance.

    2. Obamacare increases Americans’ reliance on the federal government. …Democrats are attempting to… increase workers’ reliance on the federal government by moving them to exchange plans with higher deductibles, lower actuarial value, and narrower networks.

    3. On a per person basis, Obamacare is far more expensive than anticipated for taxpayers. Employer-sponsored insurance provides better coverage and a better bargain for taxpayers compared to government-run health care programs.

    4. Obamacare’s “expansion” is due in large part to improper Medicaid enrollments. In 2020, improper Medicaid payments totaled $86 billion, an increase of 21.4 percent. Most of these improper payments were due to eligibility errors. According to Dr. Blase, anywhere from 2.3 million to 3.3. million people are on Medicaid who do not actually qualify.

    5. Obamacare is one step closer to socialized health care. Democrats are chipping away at our free-market health care system inch by inch.

    9:16 you obviously did not have any health issues back in the 90’s. If you had any health problems, you were then unable to buy regular health insurance, due to it being classified as a preexisting health condition. The only health insurance you could purchase was through the state, which ran over $500.00 per month per person, not a family and would not cover the preexisting health conditions. The deductible on the state health insurance was well over $5000.00. This was in 1992 here in Missouri. It did not have to be a catastrophic health condition to cause insurance companies to refuse to cover you. I had a teen who ran into a concrete block gym wall and hurt her knee during a basketball game. Didn’t even have to have surgery, just fluids pulled off of it several times. Fought with insurance for months because they classified the injury as preexisting. Never had been seen by any physician for her knee prior to this injury. Never could get them to cover it. Went to renew our family insurance policy and they refused to cover her under the family plan. Every insurance company I contacted also refused to cover her. Even insurance through both our employers refused to cover her. The only plan that we could get was through the state of Missouri. Also don’t forget the caps that was put on all insurance plans. Once you hit your maximum limit, you could not get insurance anywhere again. We were not the only family that had this happen. In the early 2000’s, If you started running up medical bills for a health condition through your insurance, they suddenly would start taking your automatic payment out early and earlier. We are talking sometimes weeks earlier. So if your paycheck hadn’t been deposited into your checking account, and you didn’t have enough funds to cover the family health insurance, that seems like it when they would take it out. Then they would cancel your insurance plan. They would not allow you to make the payment even though you could prove that they took it out way before it was due. Most family insurance plans that were not through your employer required you to have automatic withdrawal. The few that didn’t, just claimed your check arrived past the due date. Contacted the insurance commissioner of Missouri multiple times. They would basically tell you their hands were tied, that yes you were correct but they didn’t have the power to do anything about it. Lots of people in Missouri and other states were having these same issues and ending up without any health insurance. Also don’t forget the Obamacare plan was initially written by a republican and a democrat. But the republicans are the ones who set the rules of requiring everyone to have insurance and they are also the ones who took away the option of keeping your doctor. We are going to see all of these past issues plus new issues arrive that all of us have to deal with, regardless of your political beliefs. Insurance companies are only going to make money, one way or another, they are not out to help you. If you’re not wealthy, there is a good chance you won’t have any options for health insurance again.

    The Dems 9:23 seem to always forget what they did, what they said, and what they did not do or say - And then cannot answer simple questions while always blaming Republicans -

    Why didn't Obama, in office for 8-years and Biden, in office for 4-years - that's 12-years and not one (1) piece of information, email, text, or anything ever came out about Epstein - because all of the associations to the Democrats and the Hollywood Elitest? THINK ABOUT THAT - - - WHY NO INFORMATION RELEASED DURING THEIR 12-YEARS IN OFFICE - The Simple Answer - because of Bill and Hillary Clinton and their Association to Epstein, just like always - 12-Years and not one (1) piece of information on Epstein???

      I fell out of my chair laughing at the gullibility and complete devotion 1052 and 916 (The PPPP) pay to the faux news propaganda station. It is scientifically proven by empirical research that maga followers are less intelligent and prone to group themselves against an "invading non white aggressor " to justify their deplorable and dangerous agenda of hate, division, and suppression of minorities. As an example of how low functioning The PPPP presents themselves, there is of course no mention of why The PPPP's master also failed to open the case while he was president. We all know why: trump was there witnessing it all and knew everything. Looking forward to the impeachment proceedings after midterms. You might want to change the station PPPP, you appear more cringeworthy with every rebuttal!

Just because you have ran every person out of your life with nonstop nonsense political rants, does not mean other people wish to read it either. Get off your nonstop Fox News, read a book, go for a walk if you are physically able to, listen to music but do something else to expand your mind and open your eyes. Nobody reads your nonstop political spewing. Your first line is more than enough for the people who are willing to converse in a normal civilized society, to stop reading what you are spouting off.

    No, the Democrats try to give everything away - "FREE", off the Backs of the Hardworking Taxpayers - so they can try and garner support and voters to help keep themselves in office. This is the Democrat's Plan - keep all the people on the Government Rolls so they can control them - and not find true independence and self-worth - they are literally enslaving people to never get off these Government Rolls - living Generationally off of these programs - never allowing them to control their own destiny - turning America into a Socialistic Society - where you don't have to work for food, medical, housing, or education. Our country is based on hard work - not living off the government or someone else - 9:23, you are just a Kool-Aid drinker if you think the Democrats are helping people - these people are living off the government not off their hard work, because this is what the Democrats show and teach people - No problem we will feed you, give you free medical, provide free housing, and free education - you cannot fail because you have the backing of the US Government - except the Government is only backed up by Hard Working Taxpaying Citizens, who are Tired of Support People that will Not Work...
