Right-of-Entry forms must be returned by Friday

The city urges residents who live within the Expedited Debris Removal (EDR) area to sign and return their Right-of-Entry (ROE) form by Friday, June 17th. A map of the EDR area has been released by the City and is available on the City’s website at www.joplinmo.org, and at seven locations where the ROE forms can be picked up and returned. This list of locations is also available on our website.


Signing the ROE form allows the removal of loose tornado-related debris from private property by government-funded contractors in the EDR area. Federal Law prevents property owners from having their debris removed by government-funded contractors and receiving an insurance benefit for the same service, called a duplication of benefits. Therefore, the City has established a process that gives residents a method to help understand insurance proceeds in relation to the EDR initiative.

The City of Joplin has created a 3-tier cost structure to provide a value for debris removal in cases where insurance policies do not specify an amount. The 3-tier cost structure is as follows:

Lot Size Debris Removal Value

Up to 10,000 square feet $1,500.00

10,001 square feet to ½-acre $2,500.00

½-acre and greater $4,000.00

If you have insurance coverage and you participate in the EDR initiative, you will remit the lesser of the value established for your lot size or the amount allowed by your insurance coverage for debris removal.

If you don’t have insurance coverage, you should sign the ROE form. This is your opportunity to use government-funded contractors to clean up your property. You will not be required to remit any funds for the debris removal.

If you have insurance coverage, but your policy does not cover debris removal, you should sign the ROE form. This is your opportunity to use government-funded contractors to clean up your property. You will not be required to remit any funds for the debris removal.

If you have insurance coverage for debris removal and demolition, but this coverage is not enough to meet your clean up needs, you should sign the ROE form. You will not be asked to remit more than the amount allowed under your insurance policy for debris removal and demolition. The City will not request insurance proceeds for this purpose until a sufficient amount of time has passed to allow for demolition. Many insurance policies state debris removal coverage, but don’t specifically indicate demolition coverage. In most instances, demolition coverage is implied with the debris removal coverage. You will need to contact your insurance agent for further clarification about your individual coverage.
