Not necessarily cheap to check out, but still a great resource.
If the one we have is "run down" then it needs to be repaired. It probably isn't cost effective to make it meet all the new ADA requirements (they do change constantly) but it's still a library in a location that is convenient for some.

I really have no idea about the cost for 2. If we could make that happen, we should.
Southern's library is an unknown resource for many but there is cost where the public library is free.
If they are going to open a second library, which we don't need, then they need to be all inclusive to Joplin residents! Those that live across county lines, yet have a Joplin postal address, are charged an outrageous fee to use the library. Our children go to Joplin schools, but can't check out library books for free! We literally live across the street from the city limits, therefore we don't qualify for a free library card... Ridiculous!!

How is the Super TIF impacting the library tax? Has anyone seen any information comparing the operating costs of the current library with the proposed new building? Do they have enough revenue to cover costs?
ReplyDeleteTo 7:28--The Joplin library is run on tax money; if you don't live inside the city limits, you are asked for a user fee since you haven't paid any tax to support the library. Quitcherbitchin' and pay your share if you want to use it.

ReplyDeleteSo, we send millions of our tax dollars to the government and they sent some of them back to us for a new library to replace a crappy one and we are saying we don't want our own federal money back? Clueless people deserve what they have.
ReplyDeleteThere is no requirement that the funds be spent on a new library. The money could be used to repair roads or a number of other basic infrastructure projects (sewer, water, etc). A city cannot grow if the underlying infrastructure is not strong. When large companies are looking for a place to build a factory or expand their existing business, they first look to see if the city is capable of supporting the project. Think about it like this - a woman can put on a beautiful, expensive dress, but if she's not wearing a good bra and some Spanx (infrastructure), no one will be commenting on the gorgeous dress because everyone is too distracted by the fact that nothing is being supported underneath. Does a new library in a residential area and a giant, empty building downtown attract big business? No. But good roads, solid infrastructure, good schools, and low tax rates do. What we currently have and the decisions being made now result in the opposite of big business attraction.
ReplyDeleteUm, actually the grant IS for a new.library, which I support for obvious reasons. Sewers and storm drains are great but we also need high-quality public facilities like a new library to replace the crummy one that we have. Is kind of bizarre this debate is even real.

Sure their is some grant money, which is our federal taxes, for the project but the city is planning on using several million from the TIF that we will have to repay. Also David Wallace signed a long term lease on the cities behalf for the land which is costing the city about 13 grand a month.
ReplyDelete@1:09 Try again. There is grant money for a library, but it does not require a new facility to be built in a residential area. Further, the city is putting up $5 million for the library which it is getting from the TIF, thereby diverting 5 million more dollars that could be used to stabilize infrastructure.

ReplyDelete1230 i have spent a fair amount of time at the current library and I don't think its crappy. Libraries are kind of like movie rental places and are growing obsolete. People read on their computers or Kindles. So the question of do we need a new city library if it's going to cost 5 million of city money and another 15-20 of federal. I say let the public vote majority wins. I'm not stuck in the past but the city is not in a financial position to move forward with the library.

ReplyDelete646 when you say we aren't out that much just the TIF I disagree. The TIF is an $18 million dollar loan that the city has taken out and has to repay. They are using about a third of the TIF money on the library. That's a lot of money to me. Just drove by the library 3 cars in the lot.

ReplyDeleteAfter the "costs" of the bond sale, the pool of TIF money to be spend as reported by the Globe is $13.5 million. So the library is slated for exactly 1/3 of that.
How it is supposed to increase the value of the land surrounding it by that much, the "I" for increment in TIF, is something I can't fathom.
