Court documents- Joplin master developer commited adultery, can't pay ex-wife's support

Just four months after his divorce was finalized, the city of Joplin's absentee master developer David Wallace of Wallace-Bajjali Development Partners, is asking to pay less alimony, claiming he cannot afford it and he has been turned down in an effort to get a loan.

His modification motion, filed January 14 in Fort Bend County District Court in Texas, explains Wallace's problem. "The petitioner lacks the ability to provide spousal maintenance in the amount ordered. lacked property that could be sold, mortgaged or otherwise pledged to raise the funds needed, attempted unsuccessfully to borrow the needed funds and knew of no source from which the money could have been borrowed or otherwise legally obtained."

David Gordon Wallace and his wife Kathryn Lynn Wallace (now Wingo as she returned to her maiden name had been married for 30 years when David Wallace filed for divorce February 8, 2012, less than two months before the Joplin City Council awarded Wallace-Bajjali a contract as the city's master developer.

In the petition, Wallace said the marriage was "insupportable because of discord or conflict of personalities." The couple did not have children.

The next year was filled with motions for restraining orders having to do with money and property. On July 26, 2013, Kathryn Wallace filed a counter-petition in which she said Wallace was "guilty of adultery" and "cruel treatment of a nature that makes further living together insupportable."

Wallace-Bajjali has closed its Joplin office and reports indicate that phones have been disconnected at his Texas office.

    Before anyone jumps Randy for posting salacious personal details about someone (an accusation that has been leveled before regarding other stories), keep in mind that the information here is highly relevant, not because of the divorce itself, but because of Wallace's claim to the court that he is destitute. Apparently the Ponzi scheme was already in a full state of collapse when Wallace's lawyer made the filing asking to amend the maintenance agreement with the ex-wife. In other words, he had completely blown through Joplin's tax dollars and hadn't found anyone else to cheat yet.

    I hope some government entity has the authority and foresight to confiscate his passport--this has all the makings of a Dateline episode "Texas Conman Runs for the Tropics"

    They do have two grown daughters. You have to go back to the Will Perry lawsuit. The appeal is availble on line in Texas Appeals website. Google it. If everyone would have paid closer attention to that, so many wouldn't be hurt today.

    If he bought the new wife the ring with proceeds from Joplin, somebody confiscate the ring from her. She and him deserve to go to jail. Everyone should just pick up phone and call attorney general, district attorney, and the FBI. Don't wait for a city official to do it. I'm doing it today. Everyone join me. Let's burn up the phone lines. This is a slap in the face to Joplin community.
