The Carthage R-9 Board of Education met in regular session on Monday, January 20, 2020, 6:00 pm, at Carthage Intermediate Center. Present were Board members Jeff Jones, Niki Cloud, Bill Lasley, Elizabeth Streich, and Wayne Jones. Lee Elliff Pound participated via electronic means until arriving at 6:30 pm. Tony Diggs was absent.
Carthage Intermediate Center CIC Singers comprised of fifth and six grade choir students led the Pledge of Allegiance and performed songs under the direction of vocal music teachers Ms. Carly Myers and Mr. Kolby Sowell.
The Board approved the consent agenda for the purpose of approving the meeting agenda, minutes of previous meeting, payment of bills, financial report, amendments to the FY20 budget, policy updates, and approval of David Haffner Stadium band bleacher and bus bid specifications.
Artist of the Month awards were presented to December winners and the Carthage High School State Champion football team were honored with proclamations presented by Missouri State Representative, Cody Smith, and Missouri State Senator, Bill White.
Ms. Jana Sawyer, EL Coordinator, provided an evaluative report on English Language Learners, Missouri School Improvement Program Areas O-3, I-5(5). The district’s Hispanic student population has grown from 37.9% in 2018 to 41.1.0% in 2019, an increase of 3.2%.
The graduation rate of English Language Learner (ELL) students was 83% in 2019 as compared to 93% for the total student population. Training is provided to help teachers analyze assessment data and adapt curriculum for students who are still learning English. ELL staff members work alongside classroom teachers to model effective instructional methods.
Mrs. Elliff Pound provided an R-9 Foundation update. Scholarship applications will be accepted in the counselor’s office February 3 through February 14. The Boylan Art and Writing Contest will begin in March. The Flanigan Speech Contest and Art Exhibitor Showcase will take place in April.
The Board adopted a resolution calling a bond election for the April 7, 2020, General Municipal Election, allowing for the expansion to South Technical Center and remodel North Technical Center.
Dr. Baker recapped Carthage 2020 and Beyond meetings beginning with the community involvement process, discussion of needs and future goals, and conducting a survey to identify top priorities.
Dr. Baker updated the Board regarding the following items:
-Congratulations to the district’s 2020 Golden Key Award winners Angie Haas, Kyley Cochran, Lindsay Mikhail, Amy Bien, and Justin Mauss. They were recently honored during the Carthage 2020 Chamber Awards Banquet.
-Congratulations to a district program and district staff that were recently honored during the Carthage 2020 Chamber Award Banquet. The Chairman Award was presented to the Carthage High School Agriculture Program, Athena Leadership Award to Dr. Holley Goodnight, Vision Carthage Volunteer Award to Tiffiny Stringer, and Emerging Leader Award to Bryan Shallenburger.
-Carthage 2020 and Beyond topics to be discussed in February include the addition of classes at the Early Childhood Center and Tiger Prep Academy and preschool opportunities.
-Billy Dunnic, Carthage High School Head Archery Coach, spoke about the high school archery program, Tiger Activity Center, and upcoming tournaments.
-Recognized Lorie Teegarden and Savanna Jones, for being accepted into the Missouri Achievement through a Collaborative Teacher Residency Program, and Liz Benbow and Megan Jones into the Building Bridges Across Cultures Program.
-A draft of the 2020-2021 school calendar has been posted on the district’s website.
The Board will hold a hearing during the February 17, regular meeting before adopting a calendar for 2020-2021.
-A Performing Arts Center (PAC) Committee has been formed.
-Little Lambs Childcare, Faith Lutheran Church, has offered to partner with the district to offer childcare opportunities for staff members.
-Currently eight (8) candidates have declared themselves a candidate for the office of a director of the Carthage R-IX School Board. The election will be held April 7, 2020.
-Missouri School Board Association has declared February 9 through 15 as School Board Appreciation Week. Our school board members will be recognized during the February 17 board meeting.
The Board met in closed session immediately following the regular meeting to discuss legal, personnel, and student matters in compliance with Section 610.021 (1), (3), (6), and (13) of the Revised Statutes of Missouri.
The Board renewed the contract of Kandy Frazier, Assistant Superintendent for Instruction, and Gregg Wolf, Assistant Superintendent for Business, effective for the 2020-21 school year, and employed the following certified, support staff, and substitute staff:
