RESOLUTION NO. 2023-009

A RESOLUTION    of the City of Joplin, Missouri, approving the American Rescue Plan Act (ARPA) Community Revitalization Grant Program as set forth in the State and Local Fiscal Recovery Funds (SLFRF) federal grant regulations and directed by the State of Missouri Department of Economic Development.

 A RESOLUTION honoring Ron Richard for his years of dedicated service by naming the park area and walking trail located between Murphy Boulevard and Campbell Parkway from the west intersection of those streets, east to 15th Street “Ron Richard Memorial Park”.

COUNCIL BILL NO. 2023-136

AN ORDINANCE approving a purchase agreement between the City of Joplin and Master’s Transportation Inc. for the purchase of (3) light duty cut-a-way vehicles with Americans with Disabilities (ADA) compliant lifts; and, amending the Annual Budget of the City of Joplin for the Fiscal Year 2022-2023 as adopted by Ordinance 2022-161 on October 17, 2022; and, containing an emergency clause.

COUNCIL BILL NO. 2023-141

AN ORDINANCE approving the City of Joplin to enter into an agreement with D&E Plumbing and Heating Inc. in the amount of Three Million Seven Hundred Seventy-Six Thousand Three Hundred Forty-Nine and 50/100 dollars ($3,776,349.50) for construction of the Connecticut Avenue Widening project from 32nd Street to I-44 and authorizing the City Manager or his designee to execute the same by and on behalf of the City of Joplin; and containing an emergency clause.

AN ORDINANCE authorizing the acceptance of a Missouri Highways and Transportation Commission Public Transit Operating Assistance Grant Agreement for state funds to be used for operating assistance for the Metro Area PublicTransit System (MAPS); and, containing an emergency clause.

AN ORDINANCE authorizing an agreement by and between the City of Joplin and Crawford, Murphy & Tilly, Inc., in the not to exceed amount of Six Hundred Sixty-One Thousand Four Hundred and Fifty-Five and 00/100 Dollars ($661,455.00) for engineering design services for the rehabilitation of Runway 13-31 at the Joplin Regional Airport; authorizing the City Manager or his designee to execute the same by and on behalf of the City of Joplin; amending the Annual Budget of the City of Joplin for the Fiscal Year 2022-2023 as adopted by Ordinance 2022-161 on October 17, 2022; and containing an emergency clause.

AN ORDINANCE approving the contract by and between the City of Joplin and USA Demolition for the demolition of the structure(s) and clearing of a lot located at 217 N. Gray Ave. in the City of Joplin, Missouri, for Five Thousand Eight Hundred dollars ($5,800.00); providing how the cost thereof shall be paid; how the assessment thereof shall be made; and containing an emergency clause.

AN ORDINANCE approving the contract by and between the City of Joplin and USA Demolition for the demolition of the structure(s) and clearing of a lot located at 508 N Cox Ave. in the City of Joplin, Missouri, for Three Thousand Four Hundred Seventy-Five dollars ($3,475.00); providing how the cost thereof shall be paid; how the assessment thereof shall be made; and containing an emergency clause.

AN ORDINANCE approving the contract by and between the City of Joplin and B&D Yardbuilders for the demolition of the structure(s) and clearing of a lot located at 112/114 N Byers Ave. in the City of Joplin, Missouri, for Thirty-Six Thousand Five Hundred dollars ($36,500.00); providing how the cost thereof shall be paid; how the assessment thereof shall be made; and containing an emergency clause.

AN ORDINANCE approving an Agreement between the City of Joplin, Missouri, and Joplin Economic Housing Development Initiative that pertains to 2021 and 2022 HOME funds in the total amount not to exceed $517,000.00; authorizing the City Manager or his designee to execute same on behalf of the City of Joplin; and containing an emergency clause.

AN ORDINANCE approving a plan for an industrial development project; authorizing the City of Joplin, Missouri to issue its taxable industrial development revenue bonds in a principal amount not to exceed $36,960,000; and authorizing and approving certain documents and actions in connection therewith.

COUNCIL BILL NO. 2023-135

AN ORDINANCE  authorizing the approval of the 2023 Public Transportation Agency Safety Plan (PTASP) Safety Targets for the City of Joplin, MO, Metro Area Public Transit System (MAPS) and Sunshine Lamp Trolley. Approval of the annual PTASP Safety Targets are required by the Federal Transit Administration (FTA) regulations set in 49 CFR Part 673 of the Federal guidelines.
