Kehoe urged to call special elections for vacant Missouri House seats

Two Missouri legislative districts remain without representation during the 2025 session after the resignations of Michael O’Donnell (District 95) and Ben Baker (District 160). Despite constitutional mandates requiring special elections “without delay,” Governor Kehoe has yet to commit to scheduling elections, leaving approximately 74,000 Missourians without a voice in state government.

Michael O’Donnell resigned just two days after being sworn in, taking the role of Commissioner of securities within the Secretary of State's office, while Ben Baker stepped down in May following a presidential appointment at the USDA. These vacancies deny constituents their fundamental right to representation at a critical time in the legislative calendar.








Concerns about the cost of special elections have been raised by the Governor’s office. However, (District 160) Newton County Clerk Tami Owens confirmed that funds are available and budgeted for such elections—taxpayer money meant to uphold democratic processes.

“Missourians deserve prompt action to restore their representation. The Constitution is clear: these vacancies must be filled without delay. Delaying special elections until November 2026 is a disservice to the voters and undermines our democracy,” said Angela Thomas, concerned citizen and advocate for fair representation.








Citizens have submitted dozens of handwritten postcards, placed multiple calls, and sent emails urging the Governor to act. Yet, no official decision has been announced. The Governor’s apparent inaction threatens to leave tens of thousands of Missouri voters voiceless during the legislative session.

Governor Kehoe is called upon to immediately schedule special elections for Districts 95 and 160 to uphold the Constitution and restore full democratic representation.

Vote Independent or Democrat. Republicans are destroying this country. Want proof? Check out the "big ugly bill" the puts $140 billion dollars earmarked for medicaid and low income food programs and shifts it to the republican version of hitlers ss (ice) to "make America white again ".
