Joplin man charged with domestic assault after allegedly hitting girlfriend with vehicle


The Newton County Prosecuting Attorney's Office filed domestic assault and resisting arrest charges today against.a Joplin man who allegedly struck his girlfriend with his vehicle.

An arrest warrant was issued for Kenneth Wayne Heistand (DOB 1958) with bond set at $5,000, cash or surety.

From the probable cause statement:

On 02/05/2026 I, Sgt. Booe N16, was dispatched to the area of I-44 and Hwy. 43 in reference to a hit and run information sent out by JPD. While enroute I began checking the area for a {vehicle} with "red" Oklahoma plates that had fled eastbound after striking a female pedestrian. 








While checking the area, Central Dispatch advised the female was placed into the vehicle after being
struck and fleeing eastbound on I-44.

After checking the area, I was not able to locate the vehicle, so I went to the nearest hospital. As I arrived, Central Dispatch advised the hospital had contacted them regarding V1 being there with serious injuries.

As I made contact with V1, I also observed a male sitting in a chair nearby. He was identified as Kenneth Heistand. Kenneth told me V1 and he were romantically involved and were boyfriend/girlfriend. Kenneth said V1 was struck by a vehicle, and she had called him to get her. He then picked her up and rushed her to Mercy Hospital.

During the contact with Kenneth, I noticed he would speak to V1 and ask her questions on how she got hurt. He would ask her if she fell outside their camper. He asked if someone had hit her with the car. I then observed V1 lying on the hospital bed closing her eyes as if she did not want to speak with
Kenneth in the room. She appeared scared of him.








I then decided to separate Kenneth and V1 by moving him into a private roomnearby. Another officer on scene with JPD agreed to escort him to that private 
room. When Kenneth entered the hallway, he said he was going to leave if he was not under arrest. 

As he tried to walk by us, I grabbed his shirt and gave him a command that he was not free to leave for the investigation. At this time, Kenneth tried to pull away from me. I then assisted him to the floor and placed him under arrest for resisting arrest/detention.

When I arrived back to speak with V1, she told me an argument started between her and Kenneth. Kenneth struck her with his vehicle when he was trying to leave. The assault took place at an address in Newton County. At the time of this report, V1 was still being treated by the hospital. Photos of the victim
and vehicle were submitted to evidence.

The case was investigated by the Newton County Sheriff's Office.
