Seneca woman charged after allegedly supplying marijuana to her children

The Newton County Prosecuting Attorney's office charged a Seneca woman with delivery of a controlled substance to a minor after she allegedly supplied her 13 and 15-year-old daughters with marijuana.

An arrest warrant was issued Friday for Patricia Jo Cotten (DOB 1992) with bond set at $3,500 cash or surety.

From the probable cause statement:

Witness 1 then reported to me that his juvenile daughters who are 13 and 15 years old, had been placed on probation by the juvenile office and that during routine drug testing both girls tested positive for THC and that he believed that their mother, Patricia Cotten, had provided marijuana to his daughters.

Witness 1 also stated that his daughters had told him that they had obtained marijuana from their mother. Witness 1 then provided me his daughter’s phone to show me pictures and text messages between Patricia and his oldest daughter.

On the phone I observed several pictures of large amounts of marijuana dated December 2nd 2025 with a geographically tagged location showing the picture was taken at “Home” which is 431 Ottawa Street, Patricia’s residence.

I also observed pictures of Witness 1’s daughters and Patricia’s 11 year old son smoking what appears to be a marijuana cigarette.

There were also several videos of the juveniles showing them in possession of the large amounts of
marijuana while at Patricia’s residence. I then observed a text message exchange between Patricia and
Witness 1’s oldest daughter dated December 5th 2025.

In the text exchange Patricia states “I’m telling (him) mom u left my weed over there. Thanks." Witness 1’s daughter then replies “How are you going to do that. You're the one that gave it to me bruh." Patricia then responded “I know I was going to give it back I just didn’t have one. But it’s fine. I love u." I then contacted Juvenile Officers from Newton County who confirmed that both of Witness 1’s daughters tested positive for THC.

The case was investigated by the Seneca Police Department.
