The Newton County Prosecuting Attorney filed two third degree assault-special victim charges against a Noel man Wednesday.
The charges against Tommy Bumstead (DOB 2003) stem from an October 23 incident at the Newton County Jail.
From the probable cause statement:
V1 and V2 both advised while trying to put Tommy in hand restraints Tommy resisted and was assisted to the ground,While on the ground Tommy spit in Vl's face and punched V2 in the face. I observed V2's lower right eye was slightly swollen and red. While speaking to Tommy he stated he spit on V1 because he felt he was getting raped and V1was trying to put his genitals in his mouth while showering. Tommy stated he punched V2, because he felt like he was getting raped.
