Joplin man charged with burglary, stalking, tampering with a victim


A Joplin man stalked his ex-girlfriend, broke into her home and threatened to kill her ex-husband, according to a probable cause statement filed today in Jasper County Circuit Court.

The Jasper County Prosecuting Attorney's office charged Scott Ray Peggram (DOB 1987) with burglary, stalking and tampering with a victim in a felony prosecution.

From the probable cause statement:

On 11/02/2025 I responded to an ex-parte violation at 3005 W 16th St, Joplin, Jasper County, MO. I contacted Victim 1 who advised her ex-boyfriend, Scott Peggram, entered the back door of her residence, crossed through her garage, and entered through the door leading into the kitchen. 








Victim 1 has a current ex-parte adult order of protection, NIC H843789216 and SHP 250910-164206, with Scott Peggram as the respondent. The ex-parte was served on 09/10/2025 at 1652 hours at the Joplin City Jail. 3005 W 16th St, Joplin, MO is listed as a protected address on the ex-parte.

Scott Peggram stepped into the kitchen and saw Victim 1 and her ex-husband, Mitchell Arehart, together on the couch in the living room. Mitchell and Victim 1 both identified Scott who left the
residence quickly. 

After he left, and while I was on scene, Scott Peggram called Victim 1 over 20 times, left 12 voicemail messages, and sent approximately 28 text messages, all in violation of the ex- parte adult order of protection.

While listening to the voicemail messages, phone call, and reading the text messages I could see and
hear Peggram threaten to return to the residence to kill Victim 1 and Mitchell multiple times. Scott
Peggram called Victim 1 a "bitch," "slut," and "nasty." 








Victim 1 told Scott over the phone multiple times to leave her alone and stop calling her. He called multiple more times while I was on scene. Scott Peggram also called Mitchell and Victim 1 "snitches," while making more threats to assault and kill them. There are currently multiple felony and misdemeanor cases with Victim 1 as the victim and Scott as the offender.

Also in the voicemail messages I heard Scott Peggram state that Mitchell was lucky Scott did not kill him while he was at the protected residence.

Later, Scott Peggram sent a message to Victim 1 offering her money to not go to court for her charges against him. Peggram sent a picture of himself with the message.

In the probable cause statement, Joplin Police Officer John Rauch described why he thought an arrest warrant should be issued for Peggram.:

Peggram has been arrested 8 times for FTA warrants. Two of the FTA arrests were fugitive out of state
warrants. Peggram had a probation revoked on 10/24/2022. Peggram was arrested for FTA warrants by
the Joplin Police on 09/09/2025. Peggram was arrested by the Joplin Police as an out of state fugitive
from justice on 03/03/2025. 

Peggram has an extensive history of resisting officers including 4 felony resisting arrests, 2 misdemeanor resisting arrests, and has been convicted twice of resisting related charges when being taken into custody. 

Peggram currently has a Jasper County warrant for felony burglary in the 1st degree, domestic assault in the 3rd degree, violation of order of protection for adult x 4, and property damage in the 1st degree, SHP: 251030-222852 and NIC: W433336638.








Scott Peggram has violated the ex-parte with the same victim on this case approximately 6-8 times. Peggram has been charged with burglary in the first degree two prior times with the same victim on this case. 

Peggram called the victim and witness in this case snitches and threatened to return to the residence to kill them both during multiple phone calls, voicemails, and text messages. 

Peggram unlawfully entered the residence again where he is the respondent of an ex-parte without permission from the victim. Peggram is a convicted felon with an extensive criminal history.

Peggram continues to violate the ex-parte order of protection and threatens the safety of the victim in
this case.

Jasper County Detention Center records show Peggram is being held on multiple charges with a $100,000 cash-only bond.
