Bill cracking down on online predators headed to governor's desk

House Bill 2273, handled in the Senate by Sen. Jill Carter, R-Granby, is headed to the governor’s desk. This important bill takes a strong stand for Missouri kids by strengthening protections against online predators and cracking down on online extortion and sexual grooming, helping keep children safer in today’s digital world.

“There are far too many predators out there looking to exploit children. This bill is about protecting kids and stopping sexual crimes before they happen,” Sen. Carter said. 

“As a mom of five, this is deeply personal to me, and I am determined to see this important legislation across the finish line.”








House Bill 2273 creates a new criminal offense for the grooming of a minor, strengthening the state’s ability to stop predatory behavior before it escalates. The bill also increases penalties for child sex trafficking and related crimes, while expanding the time survivors have to seek damages for injuries or illnesses caused by trafficking.

The package includes the Evan’s Voice Act, which targets the online extortion of children, and Evie and Sophie’s Law, focused on preventing sexual grooming.

“With so much of our children’s lives happening online now, it’s critical that Missouri takes a firm stance,” Sen. Carter said. “This legislation makes it clear that we are committed to keeping kids safe both offline and online.”
