Not good, for you get the problem of adverse selection (people only sign up for health care when they get really sick).
You need all three of the following to make such a system work:
Mandatory membership (to prevent the above).
Guaranteed issue (the above, so that the unhealthy can get coverage, paid for of course by others).
Community ratings (the young pay more than they cost so that the older and less healthy can afford coverage).
Unless all of the above are strong, and in Obamacare the first is fatally weak (the penality/tax/whatever it's being called today is way too low), such a system will never work. At which point the Cloward–Piven strategy ccomes into play.
That's right -- hence the individual mandate. So unless ol fat boy is willing to bite the bullet on this provision (which Republicans liked until Obama liked it too), the pre-existing condition issue will lead to adverse selection problems.
Clearly fat boy hasn't thought much about this stuff outside of thinking of short saying for bumper stickers.
Wait a minute!!! Is our "fed up, repeal Obamacare" newly elected representative already becoming a Washington crony?
For all of those who voted for him, please try to remember why you voted for him and I hope you can still brag about it in the future. Hope your bumper sticker comes off easily.
Slowly you will see the Republicans come around on Health care. One by one they'll approve of the bill.
Something like 50 million people MORE went without any health care last year than this year. (TV News), as that number grows you'll see the Republicans views change.
If we don't take a first step towards HC reform everyone except the very rich will be in peril.
And the doctors would just as soon let half the nation die as take pay cuts.

Wonder if Billy has a pre-existing condition? Could be.
If stupidity is a preexisting condition, then yes he does.
Is being "Slob fat" a pre-existing condition?

Same for the insurance companies.
