Bill clarifying women’s right to divorce while pregnant heads to governor

The Missouri Senate unanimously approved legislation Tuesday clarifying that pregnant women can get divorced, making it the first non-budget bill to be sent to Gov. Mike Kehoe this year.

The bill, filed by state Reps. Cecelie Williams, a Republican from Dittmer, and Raychel Proudie, a Democrat from Ferguson, also received unanimous approval in the House last month.

Williams, a domestic violence survivor, first shared her harrowing story of being denied the finalization of a divorce while pregnant when she presented identical legislation last year. 








“The number one cause of death in pregnant women is homicide,” Williams told the Senate Families, Seniors and Health Committee on Monday. “And it’s from partner violence. If we could prevent that by allowing women to leave when they want, we absolutely shouldn’t be creating barriers in situations like that.”

One in six women who experience abuse are first harmed during pregnancy, according to estimates by the March of Dimes. Homicide is the leading cause of pregnancy-related deaths in the United States and among the leading causes in Missouri.

While nothing prevents Missourians from filing for divorce while a party is pregnant, the current statute is interpreted by many courts as preventing the final dissolution of marriage from being issued until after the child is born, so that a custody agreement for that child can first be put into place. 








The same bill died at the eleventh hour last session after it was returned to the House with an amendment proposed by state Sen. Mike Moon, an Ash Grove Republican, that would have required the total alimony amount received be reduced by the amount collected in social security.

Williams on Monday reiterated her belief that the bill will prevent some abortions.

“Where in anything that we stand for as Missourians would we ever allow a woman to have to make that decision,” she said, “to save herself and to sacrifice her child.”

“The young man was 12; the girl was 11,” he said. “Their parents allowed them to marry. There was no forcing in the situation. But the parents wisely took the boy to their home, and the girls’ parents took her to their home.

6:45 and who carries this fetus for the hopeful 40 weeks? Not a man but a woman. Most of the times that an abortion is done, a couple makes the joint decision not just the woman. If some state’s legislature get their way and pass a law to send women to prison for getting an abortion, who would be sent to prison if an abortion is done, not the man but the woman would be.

12:03PM, Let's get the Truth and Facts - Correct - Less than 1% of women obtain an abortion because they became pregnant through rape, and less than 0.5% do so because of incest - USA Today - May 24, 2019.

So, for the rest of the 99% of the Women that got an Abortion - Do they contact the Father-To-Be - and your argument 11:19AM is Totally Irrelevant - since this is about a discussion of a Woman already Pregnant - and then having an Abortion - the deed of getting pregnant is already done and the Woman is making the decision without the "Father-To-Be" - should he be part of the equation or do we just let the person that doesn't want to take responsibility or understand that there are 3-people involved - The Mother, The Father, and The Child - do we just take the last two out of the equation - which is always funny since had her Mother done the same thing she would not be here in the First Place - Hmmm - Think about that Ladies!!!!!!!!!! What made you Special that Your Mother Kept You and that You Don't Feel the same for this Unborn Child - - - - -

4:36 had I been aborted, I wouldn’t have known it anyway. That argument makes no sense. A lot of couples ie. men and women make this decision among themselves and sometimes include their obgyn. Usually when a woman makes this decision on their own it is because of an abusive relationship, impending divorce, rape or failed contraceptives. Usually the male is no longer in the picture to help make that decision, whether through his own decision or the woman’s. I know that a lot of people want to say that woman just have abortions for convenience but I don’t know of many woman who could just randomly afford an abortion after abortion. From what I have read they are definitely not cheap. But when a woman makes the decision, then it should be the woman’s and not yours or mine or the government’s.

4:36 because abortion wasn’t legal when my mom got pregnant at age 16 with me. If it was and she had aborted me, I never would have known. So no, that doesn’t make me feel special, do you feel special? God gave women brains just like he gave men, why shouldn’t women be able to make decisions concerning their own bodies.

6:27PM, Seems like you are making a lot of excuses - if it was divorce, rape, failed contraceptives, the male or another one-night-stand isn't in her life - FIGURES - Isn't Abortion about convenience - Approximately 45% to 47% of women undergoing an abortion in the United States have had at least one previous abortion, these are Real Facts - so Women didn't learn or take caution or abstain - more excuses - - but no worries - just have another Abortion - and yes I do feel special, because my mother wanted me and my siblings - Based on biblical interpretations, women were created with intellect and as a "helper" to complement men, not to be mindless. Perspectives suggest women were designed with emotional intelligence and specific strengths for nurturing, while still being created in God's image alongside men. Do you believe that having an Abortion is "Nurturing in Gods Eyes"????????????????

6:37PM, You are given the ability to make decisions about your bodies, but when you lay down and create another person, which your only decision is to have an abortion for a convenance to fix what you did then you are affecting that unborn child - not just your body but a child - life begins at conception - not when you want it too? So do with your body what you want - but when you create life - then you have another body that you are affecting - not just yourself and your inconveniences.

11:24 what does the definition of a woman have anything to do with what this article is about? I definitely think there are more important things to spend our time worrying about than the definition of a woman. I personally do not care what other people do in regards to their sexuality. But obviously, you seem to care a great deal. If someone decides to change their gender or love people of the same sex, I don’t think that is any of your business or concern, unless you are trying to keep your own sexuality in the closet. Love is always more powerful than hate.

10:40 life does not begin at conception. Life begins when the first breath is drawn. Just as when God first breathed life into Adam. You do realize that following sperm entering into the egg, it then has to travel down for implementation in the uterus. If it does not implant then it is washed out through the menstrual cycle. So even if conception occurs, it does not mean it will grow. Understanding basic human anatomy is very important to be able to understand how the human body works.

There are a lot of women who definitely do not have the nurturing and caring skills just as there are lots of men who are very capable of being nurturing and caring. Limiting these qualities to just one sex is ridiculous and very outdated. That’s like saying only inside the house work is for women and outside duties are men’s jobs. I know of lots of men who cook and do housework better than women and women who enjoy mowing and doing outside jobs. There are lots of both sexes who live independently and do both inside and outside jobs. Very narrow minded thinking to suggest otherwise.

7:45 you are absolutely correct. I always thought that the reason republicans were cutting funding for education was just to keep people dumb, to control them. But indoctrination of religious beliefs through lack of education could be used as another reason of control by the republicans. Other great nations have fallen when education/science has been denied and removed from general population. It is just so sad when people are so willing to give up their independence and allow theirselves to be dictated to.

"there more important things 2 worry about"... so you can't worry about two different things at the same time? I know that's a lot for some people to handle around here... how do you determine who this Bill is for if you can't even define what a woman is? What's the purpose of having a special bill for women if anybody can identify as a woman? Any law, ever, that is directed specifically towards one sex? What's the point if you can "switch genders" on a whim? This is why definitions are important, especially when it comes to law, if you can't grasp this then you should crawl back to the rock you live under.
I love it when the rainbow crowd uses anti-gay rhetoric against straight people, "maybe U in tha closet! Ha! Got'em!"... so wait, gay is bad? I thought gay was good, but you're trying to insult me by implying that I might be gay? Love is always more powerful than hate, rules for thee but not for me!
