The Newton County Prosecuting Attorney's office charged a Neosho man with statutory sodomy March 20.
An arrest warrant was issued for Luther Wayne Sampson, 58, to be held without bond.
According to the probable cause statement, Sampson exposed himself to a girl younger than 12 and told her if she touched him she could play on his phone.
V1 disclosed that Mr. Sampson told her it was feeling good and that the more she played with it, the more she would get to play the game on his phone.
Sampson is a registered sex offender due to a sexual assault conviction.
The case was investigated by the Newton County Sheriff's Office.

Why was this child or any child around a registered child sex abuser? Some additional people need to answer why and how this was allowed. Were the parents unaware of him being a registered child abuser and he didn’t tell them as is required by law? Or was there another adult who was watching this child who was aware and allowed this monster to abuse another child? All people should, as a community, help parents protect our children from these predators.
Is it in the water or what? Lots of pedos in the 4states area. Lock this deplorable individual in the "sisters" unit at the local penal facility and let him play the role of a little girl.
