Niki Cloud elected Carthage R-9 Board president, one teacher, eight support staff hired

The Carthage R-9 Board of Education met in regular session on Monday, October 18, 2021, 6:00 pm, at Carthage South Technical Center, Community Room. 

Present were Board members Niki Cloud, Bill Lasley, Karen Wilkinson, Patrick Scott, Ryan Collier, and Nathan Terry. Jeff Jones was absent. The Pledge of Allegiance was led by Niki Cloud, Acting President. 








The Board approved the Consent Agenda for the purpose of approving the meeting agenda, minutes of previous meetings, authorize payment of bills, approve district financial report, approve the 2021 Practical Nursing Program Student Handbook, approve student ridership count and bus routes for the 2021-2022 year, and approve bus specs for a 2023-84 passenger type D transit bus. 

Dr. Baker called for nominations for school board President. Ms. Cloud nominated by Mr. Bill Lasley, seconded by Mrs. Karen Wilkinson. There was no other nominations and Ms. Cloud was elected president by acclamation. 

Ms. Cloud called for nominations for school board Vice President. Mrs. Wilkinson nominated Mr. Lasley. There were no other nominations and Mr. Lasley was elected Vice President by acclamation.








Ms. Cloud called for nominations for school board secretary. Mr. Bill Lasley nominated Mrs. Karen Wilkinson. There were no other nominations and Mrs. Wilkinson was elected Secretary by acclamation. 

Ms. Niki Cloud called for nominations for school board Treasurer. Mrs. Wilkinson nominated Mr. Ryan Collier. There were no other nominations and Mr. Collier was elected Treasurer by acclamation. 

Dr. Mark Baker, Superintendent, provided an evaluative report on Finances, Missouri School Improvement Program (MSIP) area G-8 (3-5). The district is responsible for procuring resources to support a quality educational program. Reserves are maintained in accordance with the Board of Education’s targeted 25% carryover each year. Financial reports are submitted and procedures are followed in accordance with federal and state mandates. Additional revenue to supplement district programs and activities have been secured through fundraising activities, grants, and naming rights donations. 

Dr. Baker presented a Dashboard, providing enrollment comparison from October 2019, October 2020, and October 2021, as well, as, a comparison of COVID isolations and quarantines from October 2020 to October 2021. 

Ms. Cloud provided a Carthage R-9 School Foundation update. The Trivia Night event will take place November 6 at Bykota Church. 

Dr. Baker updated the Board regarding the following items: 

• Refocus Plan/ Graduation + 

• Governor Parson’s Visit 

• Teaching Awards honoring; Bridgett Silva and Karissa Velasco 

• Performing Arts Center update  

The Board met in closed session immediately following the regular meeting to discuss legal and personnel matters in compliance with Section 610.021 (1), (3), and (6) of the Revised Statutes of Missouri. 

In closed session the Board accepted the following personnel actions: 

Approved contracts and employment of certified and support staff presented contingent upon receiving a clear criminal record check from the Missouri Highway Patrol and Federal Bureau of Investigation, and a clear check of the Adult Abuse/Neglect Registry maintained by the Missouri Department of Social Services for all employees new to the district:

The only mention I have found to how these funds will be collected was that Amazon would collect the tax if it passes. What about all the other companies? Because I already deal with the bookkeeping needed for state use taxes, I can't help but feel this was an intentional omission by everyone involved in this project. I hope this fails.
