During questioning from Sen. Roy Blunt at today's hearing of the Senate Homeland Security and Governmental Affairs Committee, Joplin Chamber of Commerce Executive Director Rob O'Brian said FEMA has been a great partner for the city, but there has been a problem with the speed of its response.
