There appears to be a good reason why former City Manager Mark Rohr never took advantage of his option of releasing the complete report of investigator Tom Loraine- the report features accusations that Rohr abused his wife.
Loraine writes, "Additionally, during the interviews under oath, there actually have existed violations of law by City Manager Rohr. One instance occurred as witnessed by former employee Jack Schaller. As a professional engineer, while working for the City of Joplin, he witnessed Mr. Rohr confront and physically push Mrs. Rohr in the lower level of the old City Hall."
Loraine asked Schaller if he was talking about screaming and yelling.
"Yes, grabbing and shaking."
Loraine continues, "There also was an incident related by Lane Roberts that the Police Department attended a 911 call at the home of Mark Rohr. I have listened to the 911 tape and suggest the City Council do so if this issue is further explored by the City Council. Mr. Roberts relates that no charges were pressed against Mark Rohr because the witnesses involved in the incident recanted.
"In view of the evidence from Mr. Schaller's testimony, credibility must be paid to the similar "bad act" at the time of the 911 call on Mark Rohr."
