Neosho sex offender faces felony charge after fishing at Roaring River State Park


The Barry County Prosecuting Attorney's office filed a felony violation of lifetime supervision Wednesday against a Neosho sex offender.

According to the terms of his supervision, Grant L. Elder (DOB 1995) is required to wear a GPA monitor for the rest of his life and has to receive advanced approval from the Department of Corrections Command Center before entering an exclusion zone.







Elder was charged after entering an exclusion zone at Roaring River State Park.

Elder is already awaiting trial in Newton County Circuit Court on the same charge after allegedly being at a playground at 500 E. Spring Street and at the Neosho Freeman Family YMCA.

He was placed on lifetime supervision after pleading guilty to the statutory rape of a girl less than 14 years old.

From the Barry County probable cause statement:


On 07/29/2025 at 9:56am, this officer received notification that Elder had entered an exclusion zone area at Roaring River State Park, located at 24895 Farm Road 1135, Cassville, MO 65625. 

An attempt to contact Elder on his cell phone, was made at 10:07am however, there was no answer, left a voicemail to contact this officer. 

An audio message was sent to Elder's GPS device to "Call your officer now." Elder did not contact this officer as directed. Elder left the exclusion zone area at 10:15am. 








At 11:36am, this officer received notification that Elder entered an exclusion zone area at Roaring River State Park. An attempt to contact Elder on his cell phone, was made at 11:46am however, there was no answer, unable to leave a voicemail. 

An audio message was sent to

Elder's GPS device to "Call your officer now." At 12:04pm, Elder called back and was advised he is in
an area he cannot be in. Elder said, he has been in this area to fish before and his monitor didn't go off.

Elder said he would leave the area. Elder left the exclusion zone area at 12:13pm.

Elder is in violation of the conditions of lifetime supervision. The only option available is for felony charges to be filed against Elder.

It's says he is required to ware a gpa device in the beginning of the post. Also, kind of crazy to post his phone number...

Apparently his GPA that day was not high enough to keep him out of trouble.

In Randy's defense:

Read the probable cause and the first of three release conditions he is accused of violating is the Global Postitioning Agreement (GPA) he signed. Which covers the mandatory use of a GPS device by the accused.

Apparently all the conditions of release violations they allege are violations of conditions incorporated in the Global Positioning Agreement the defendant signed as a condition of his release.

Surprise Surprise he doesn’t follow the law and he can’t follow simple instructions, stop making excuses for him and incarcerate or send him to another country like they did to us.

If they sent peds back to another country then I’m sure they were here illegally. Sounds like you’re having a problem with sending them back where THEY BELONG!!

When I said ship them to another country, I mean send our trash just like the Central and South America did to us.
