New audit series designed to examine contributing factors to Missouri budget crisis

(From State Auditor Nicole Galloway)

Missouri State Auditor Nicole Galloway today announced the start of her Budget Integrity Series, which will examine the contributing factors to Missouri's current budget crisis. The initiative aims to identify the root causes of the current budget shortfall and what Missouri policy makers can do to improve the integrity of the annual budgeting process.

"The state budget is more than just numbers on paper. The decisions made in Jefferson City have real consequences for Missouri families who feel the effects in their communities," Auditor Galloway said. "My Budget Integrity Series will examine policy decisions that brought us to where we find ourselves today - more than half a billion dollars short of meeting budget priorities."

The audits in the series will include: the annual review of state use of federal dollars, known as the Statewide Single Audit; the annual review of state revenue, known as the Hancock Amendment Report; Missouri economic rankings compared to other states; an audit of tax credit programs; an audit of sales, corporate, and income tax exemptions and impacts; and an audit of the state's timeliness of issuing tax returns. Along with other past audits, this initiative will culminate in a comprehensive analysis of Missouri's current budget environment and potential future challenges and vulnerabilities.

In addition to revenue, the audits will examine the state's significant spending obligations, taking into account the rising cost of healthcare, prescription drugs, and social services.

Galloway says despite Missouri's balanced budget requirement, the process itself may be set up to fail, as the legislature finishes each session with a budget that appears to balance on paper, but no one is held accountable when the state can't make ends meet down the road.

"We need an independent review of the fiscal impact of the legislature's policy choices, and how those decisions are measured dollar for dollar against what's being pulled out of our communities in school funding dollars or repairs to roads and bridge," Auditor Galloway said. "These audits will benefit taxpayers and ensure Missourians' hard-earned dollars are spent wisely."

Audits in the Budget Integrity Series will be released individually as they are completed throughout the year.

McCaskill: Sessions must resign immediately

(From Sen. Claire McCaskill)

Late last night, the nation found out that U.S. Attorney General Jeff Sessions misled the Senate when he testified that he didn’t have communications with the Russians during the 2016 election.

But it turns out he talked to the Russian ambassador not once but twice during the campaign!

While Russia was engaged in a cyber-campaign against our country, Jeff Sessions had a one-on-one meeting with the Russian ambassador. And it’s even worse when Sessions is supposed to be the one investigating Russia’s interference in our government.

That’s why I’m calling for Attorney General Sessions to resign immediately, and I need you to add your voice right now:

Click here to sign the petition: Demand Attorney General Jeff Sessions resign!
Thank you. I’ll keep you updated as we get to the bottom of this.

A $250,000 surety bond has been set for at St. Louis men charged with three felonies in connection with Wednesday's shooting of Jasper County Deputy Nolan Murray, while he and nine other Ozark Drug Task Force members were attempting to serve a warrant at the Econo Lodge motel on Range Line.

Gunshot reported at Northpark Mall unconfirmed, but arrests are made

While it is not clear exactly what is going on at Northpark Mall, it has definitely been the site of major Joplin Police Department activity over the past couple of hours after a report of a gunshot.

A video shot in the mall parking lot indicates police officers were surrounding a vehicle on the south side of the mall by the Macy's store, while this photo shows two officers taking a man away in handcuffs. Other arrests were made, but none were connected to the earlier report, according to the police department.

The Joplin Police Department news release is printed below:

At 4:44 p.m the department responded to the Northpark Mall in reference to a disturbance where it was reported a single gunshot had been fired. After investigating the event no victims, suspects, or supporting evidence was located. Witnesses did report hearing a single shot.
Officers were again called to the mall by security after witnessing possible suspects. Some arrests have been made, at this time none of the arrests are related to the original disturbance.
At this point there is no known threat to the public. It has been questioned if the mall is on lockdown, it is not.
If and when more information is available we will communicate that information.

JPD was called about a single gunshot being fired outside of the mall late this afternoon. According to Captain Rusty Rives, officers arrived and found no such incident.

Missouri GOP: McCaskill lying in desperate attempt to discredit Sessions

(From the Missouri Republican Party)

Today Senator Claire McCaskill used her platform on Twitter in an attempt to discredit U.S. Attorney General, Jeff Sessions. The problem? Her tweet was a blatant lie that was exposed by her very own earlier tweets.

McCaskill claims she has been on the Armed Services Committee for 10 years and has never had a call or meeting with the Russian ambassador. Unfortunately, McCaskill's earlier tweets say just the opposite: "Off to a meeting with Russian Ambassador..." and "Today calls with British, Russian, and German ambassadors re: Iran Deal."

Just a day prior, McCaskill was a guest on "Morning Joe," where she accused President Trump of being untruthful and took credibility away from the 57.1% of Missourians who voted for him by saying they did so out of, "political road rage."

"Senator McCaskill has been caught in a lie," said Chairman of the Missouri Republican Party, Todd Graves. "This is just another example of why we can't trust Senator McCaskill. She's a liberal career politician who doesn't represent Missouri families. Yesterday, Lyin' Claire even hurled insults at the overwhelming number of Missourians who voted for President Trump. McCaskill and her fellow Democrats continue to show they're completely out of touch with the people of Missouri who are looking forward to making this country great again."

St. Louis man accused of shooting Jasper County deputy is convicted heroin dealer with lengthy rap sheet

The St. Louis man taken into custody today following the shooting of Jasper County Deputy Nolan Murray has a long string of felonies dating back a quarter of a century, including a federal conviction for dealing heroin.

E. F. Fitchpatrick, who was arrested after a two-hour standoff at the Econo Lodge on Range Line in Joplin, appears to be only a few months removed from his last stay in a federal penitentiary.

Court records show Fitchpatrick was sentenced to 37 months on prison in 2012. He was released early and placed on probation for one year, but was not able to make it stick.

On two different occasions, the latest on July 6, 2016, Fitchpatrick's probation was revoked and he was returned to prison. Each time he was sentenced to six months. After the second stay, he was free and clear.

A motion for a detention hearing filed November 18, 2010, in U. S. District Court for the Western District of Missouri offers a breakdown of Fitchpatrick's felony convictions:

The defendant has prior felony convictions for Tampering with Service Utility, Burglary, and Possession of an Illegal Weapon in March 1991, Possession of an Illegal Weapon in March 1995, three counts of Forgery in November 1998, and two counts of Distribution of a Controlled Substance in May 2005. The defendant is presently incarcerated in the Missouri Department of Corrections as a result of a parole violation predicated on this pending case, and is therefore not eligible for pre-trial release.

Online court documents also show Fitchpatrick being charged numerous times with domestic assault and on two occasions, in 2000 and 2005 had protection orders entered against him.

Before the standoff at the Econo Lodge, Fitchpatrick's most recent brush with the law occurred just 12 days ago when the Fair Grove Police Department pulled him over for speeding and for operating a vehicle without a valid license.

Today's activities were detailed in a news release issued this evening by the Joplin Police Department:

On March 1st, 2017 at 3:48p.m. officers with the Ozarks Drug Enforcement Team were attempting to serve a search warrant at the Econo Lodge Hotel, 3510 South Range Line Road. As officers attempted to make entry into the second floor room a gun shot (s) was fired at the officers through a window striking Jasper County Deputy Nolan Murray. After failed attempts to establish contact with the suspect in the room, officers deployed chemical munitions into the room. EF Fitchpatrick Jr (43) of St. Louis, exited the room and was taken into custody and transported to Mercy Hospital by EMS.

Deputy Murray remains at the hospital in stable condition.

Fitchpatrick, is currently still in the hospital for treatment and will remain in police custody.

Assistance was provided by the Newton County Sheriff’s Department, Jasper County Sheriff’s Department, Missouri State Highway Patrol, Duquesne Police Department, Webb City Police Department, Carthage Police Department, METS, Newton County EMS, Joplin Fire, and MoDOT.

Billy Long: President Trump laid out an optimistic vision for the nation

(From Seventh District Congressman Billy Long)

Congressman Billy Long (MO-07) issued the following statement regarding President Trump’s speech to a Joint Session of Congress:

“Tonight’s speech from the President was both unifying and encouraging,” said Rep. Long. “After 8 years of overregulation, a weak national security and a failing health care system, I feel confident that the coming years will be much different. President Trump laid out an optimistic vision for the nation that will allow for a strong national security, quality education, a health care system that works and an economy that works for the people and not against.”

PRESIDENT DONALD J. TRUMP’S ADDRESS TO A JOINT SESSION OF CONGRESS
Remarks as prepared for delivery
TO THE CONGRESS OF THE UNITED STATES:
Mr. Speaker, Mr. Vice President, Members of Congress, the First Lady of the United States, and Citizens of America:
Tonight, as we mark the conclusion of our celebration of Black History Month, we are reminded of our Nation’s path toward civil rights and the work that still remains. Recent threats targeting Jewish Community Centers and vandalism of Jewish cemeteries, as well as last week’s shooting in Kansas City, remind us that while we may be a Nation divided on policies, we are a country that stands united in condemning hate and evil in all its forms.
Each American generation passes the torch of truth, liberty and justice –- in an unbroken chain all the way down to the present.
That torch is now in our hands. And we will use it to light up the world. I am here tonight to deliver a message of unity and strength, and it is a message deeply delivered from my heart.
A new chapter of American Greatness is now beginning.
A new national pride is sweeping across our Nation.
