In the accompanying video, Thor Hearne, a big player in the push for photo I. D. legislation, explains why it is a "fool's errand" to have campaign finance limits and why it is a violation of First Amendment.
Apparently, in Hearne's estimation, government can and shall regulate elections when it comes to the poorest of the electorate, but it should be hands off when it comes to the rich and privileged special interests:
