Carthage R-9 Board hires 26 teachers, accepts seven resignations

(From the Carthage R-9 School District)

The Carthage R-9 Board of Education met in regular session on Thursday, March 12, 2020, 6:00 pm, at the Carthage Junior High. Present were Board members Jeff Jones, Lee Elliff Pound, Niki Cloud, Bill Lasley, Tony Diggs, and Elizabeth Streich. Wayne Jones was absent.

Carthage Junior High students and Mark Twain students led the Pledge of Allegiance. 

Carthage Junior High students presented their Maker Space projects under the guidance of Mr. Brian Obermann and Ms. Betsi McCrary. 








Mark Twain Elementary second grade students discussed their government projects under the guidance of Ms. Sarah Abbiatti, Mark Twain teacher. 

The Board approved the Consent Agenda for the purpose of approving the meeting agenda, minutes of previous meeting, payment of bills, financial report, non-resident tuition rates for 2020-2021, and summer maintenance and capital projects. 

Artist of the Month awards were presented to March winners. 

Dr. Holley Goodnight, Carthage Technical Center Director, provided an evaluative report on Career Education, Missouri School Improvement Program Area I-9. Career education students maintained a high rate of mastery on Technical Skills Attainment (TSA) and/or Industry Recognized Credentials (IRC) with a passage rate of 91% in 2019. Placement rates for Carthage Technical Center graduates remained solid at 96%. 

Mr. Dan Hill, Maintenance Director, provided an evaluative report on Facilities and Maintenance, Missouri School Improvement Program Area G-8(6). Several projects were recently completed, including junior high and Columbian Elementary roof replacements, additional security cameras and access controls throughout the district, additional HVAC systems control at the junior high, Haffner Stadium tennis courts and locker rooms, Tiger Activity Center and junior high remodel project. 

Remodel and upgrades to the new Sixth Grade Center are ongoing, with an anticipated completion date in June. The addition of Victory electrostatic sprayer and Vital Oxide at each campus will hopefully help decrease the likelihood for sickness 

Mrs. Elliff Pound provided a Carthage R-9 Foundation update. Recipients of Foundation scholarships will be determined in April and announced during the May 3, 2020, High School Academic Awards Night. 

The Helen S. Boylan Art and Writing Contest will begin soon and is open to all Carthage High School students. Winners will be announced April 29, 2020, during the Exhibitors Showcase held at the high school. 

Dr. Baker provided a recap of the Carthage 2020 and Beyond topics regarding increasing civic and community minded attitudes, improving communication between home and school, improving communication regarding scheduling and required courses, and better promotion of school activities and achievements. 

Greg Spink, Bright Futures Coordinator, discussed the Bright Futures program and the needs it serves within the school district. 

Megan Frischenmeyer, Intermediate Center Instructional Coach, and Beth Jones, Intermediate Center ESL teacher, discussed the success of Tigerville, Around Town Math Adventure, held recently at the Carthage Intermediate Center. This was a fun, family event focused on teaching fifth and sixth grade students how to budget and spend their money wisely. They were also given an opportunity to provide for the needs of others in the community. 








Dr. Baker updated the Board regarding the following items: 

-The April 7, 2020, election will decide a bond issue question for the expansion of the South Technical Center and North Technical Center remodel, and the appointment of three candidates to the Carthage R-9 School Board.

 -There will be a Carthage Technical Center bond issue community meeting March 23, 2020, 6:30 pm at the high school commons. 

-A surplus book auction will be held March 17, 2020, 10:00 am, in the Annex located at 710 Lyon Street, Carthage, MO. 

-Fairview Elementary students recently experienced their very own Tiger Airline. 

-The Carthage School District will continue following the recommendations of the CDC in regards to the coronavirus. 

-The addition of two baby Emus at the Carthage Technical Center has been exciting. 

The Board met in closed session immediately following the regular meeting to discuss legal, personnel, and student matters in compliance with Section 610.021 (1), (3), (6), and (13) of the Revised Statutes of Missouri. 








In closed session, the Board reemployed probationary certified staff, certified staff eligible for tenure, and certified staff not eligible for permanent status for the 2020-2021 school year, and approved the following personnel actions:
