Nathan Terry joins Carthage R-9 Board, two teachers hired for Technical Center

The Carthage R-9 Board of Education met in regular session on Monday, September 20, 2021, 6:00 pm, at Carthage Sixth Grade Center. Present were Board members Niki Cloud, Bill Lasley, Karen Wilkinson, Jeff Jones, Patrick Scott, and Ryan Collier. Ms. Cloud led the Pledge of Allegiance. 

The Board approved the Consent Agenda for the purpose of approving the meeting agenda, minutes of previous meetings, payment of bills, financial reports, and approving FY21 Final Budget. 







The Board interviewed three candidates to fill the board vacancy created by the resignation of Lee Elliff Pound.

Mr. Nathan Terry received the best voting results, and took Oath of Office to serve until the April, 2022, election. 

Mrs. Jane Goade, Parents as Teachers Coordinator, provided an Evaluative Report on Parent Education, MSIP area G-11. PAT educators provided 3,533 family visits and 1,247 screenings for National Center (PATNC) and Department of Elementary and Secondary Education (DESE). PAT met their quota and brought in an additional $102,277.46 for Carthage R-9. 

Mrs. Kim Ensminger, Early Childhood, Director, provided an Evaluative Report on Preschool Education. Missouri early learning standards have been implemented in all Carthage R-9 preschool classrooms, developing and enhancing quality educational and instructional programs, resources, and support services in order to improve student achievement and enable students to meet their personal, academic, and career goals. 








Mr. Huntley, Assistant Superintendent for Instruction, provided an Evaluative Report on Resource Standards, Missouri School Improvement Program (MSIP) area R-1 – R-11. Teachers are 100% certified in their field of education and enrollments are consistent with both class-size standards and total enrollment requirements. 

Mrs. Crystal Brown provided a Carthage R-9 School Foundation update. Trivia night fundraiser is happening November 6th at Bykota Church. The Major Saver card campaign will kick off in October for elementary students. 

A former Carthage resident, Lacy Riddle, has partnered with a Springfield jewelry artisan called Onie and Sky to produce Carthage Maple Leaf and Tigers bracelets. Ten percent of the proceeds will funnel back to the Carthage R-9 School Foundation to support scholarships. 

Dr. Baker presented an approval grant request from Carthage R-9 Mental and Behavioral Health Clinic for funding to cover the purchase of biofeedback equipment for use in all R-9 schools. A biofeedback device teaches clients to notice the ways their bodies respond to stress. 

Dr. Holley Goodnight presented an approval request for the Sell/Auction of a Tiny Home constructed by the Carthage Technical Center Carpentry Class with bids to begin September 21, 2021 until 12 o’clock noon, October 11, 2021. 

Dr. Baker requested the Board re-approve the 2021-2022 Tigers Together (SRCSP) Back-to-School Plans for continuation of a Healthy and Safe In-Person Instruction and Services Plan. 

Dr. Baker updated the Board regarding the following items: 

• South Technical Center Expansion Open House, September 20, 2021, from 6:00-7:00 pm 

• Powers Museum Update 

The Board met in closed session immediately following the regular meeting to discuss personnel and student matters in compliance with Section 610.021 (3) and (6) of the Revised Statutes of Missouri. 

In closed session the Board accepted the following personnel actions: 

Approved the employment of certified and support staff presented contingent upon receiving a clear criminal record check from the Missouri Highway Patrol and Federal Bureau of Investigation, and a clear check of the Adult Abuse/ Neglect Registry maintained by the Missouri Department of Social Services for all employees new to the district:
